The French Development Agency (AFD) will provide the Republic of Serbia with a sovereign loan of 50 million Euros, which will be on-lent to the Development Fund of the Republic of Serbia (DFS) to implement the “Green and Social Investment Programme” (GSIP). The overall objective of GSIP is to accelerate the implementation of Serbia's Green Agenda by establishing a sustainable finance credit line to support investments aligned with the ecological and inclusive transition.
The present tender is a technical assistance assignment focused on the following services:
i) to support DFS in its strategic positioning on climate finance through assistance in structuring, launching and operationalising the new green loans funded from the AFD credit line;
ii) to build the capacities of DFS in the areas of environmental and social risk management and green finance, thereby supporting the DFS in adopting sustainable green finance practices; and
iii) to promote the AFD credit line in order to encourage the green transition of the Serbian economy.

As indicated in the attached Invitation letter, any questions on this procurement procedure may be sent by email to afdbalkans@afd.fr

Tenderers shall receive a reply from AFD by email informing them that the answers to their questions have been published on the AFD/dgMarket website. All questions and answers will be published together in a single file, attached hereto, which will be updated on a weekly basis.
