1. The Government of the Arab Republic of Egypt has received funds from the Agence Française de Développement (the French Development Agency) towards the cost of the Universite Francaise d’Egypt (UFE) Refoundation Project (CEG 1096). It is intended that part of the proceeds of these funds will be applied to eligible payments under the multiple contracts for the Procurement of Goods (Educational Furniture & Residential Furniture).
2. Bidders may bid for one or several contracts, as further defined in the bidding documents. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Bid Submission Form.
3. The Ministry of Higher Education and Scientific Research (MoHESR) represented by the Implementing Agency the Université Francaise d’Egypte (UFE) now invites sealed bids from eligible bidders for the procurement of Educational Furniture & Residential Furniture for the (“the Goods”).
4. Interested eligible bidders may obtain further information from and inspect the Bidding Documents at the office of New Campus Department at The Université Française d'Égypte (UFE) - 21 Ismailia Road, Al Shorouk City, Cairo, Egypt. - P.O. [email protected] and inspect the Bidding Documents between the hours of 9:00 A.M. to 4:00 P.M. Cairo time.
5. A complete set of Bidding Documents may be purchased by interested bidders on the submission of a written application to the above and upon payment of a non-refundable fee of 5,000 EGP (Five Thousand Egyptian Pounds) via a bank transfer to:

6. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the Agence Française de Développement’s Bidding Documents for Procurement of Goods.
7. Bids must be delivered to the above office on or before 12:00 P.M. Cairo Local Time on Sunday, May 17, 2026, and must be accompanied by Bid security of:
• Lot (1) - Educational Furniture: AFD-CEG-1096-UFE-001-FUR-ED, 16,466 EUR (sixteen thousand and four hundred and sixty-six euros).
• Lot (2) - Residential Furniture: AFD-CEG-1096-UFE-001-FUR-RS, 5,070 EUR (five thousand and seventy euros).
8. Bids will be opened in public and in the presence of bidders’ representatives who choose to attend at 12:00 P.M. Cairo Local Time on Sunday, May 17, 2026, at the offices of 21 Ismailia Road, Al Shorouk City, Cairo, Egypt.
9. Qualification criteria are as follows:
• liquidity ratio ≥ 1.1 for the last three (3) years.
• indebtedness ratio ≤ 80% for the last three (3) years.
• Minimum average annual turnover for the last three (3) years of:
o US$ 1.95M for Lot (1) - Educational Furniture.
o US$ 0.6M for Lot (2) - Residential Furniture.
• A minimum number of three (3) similar contracts each within the last five (5) years with minimum value of each contract:
o US$ 0.97M for Lot (1) - Educational Furniture.
o US$ 0.3M for Lot (2) - Residential Furniture.
• Availability of spare parts and after-sales services facilities in operation for three (3) years.
