1. The Government of the Arab Republic of Egypt has received funds from the Agence Française de Développement (the French Development Agency) towards the cost of the Universite Francaise d’Egypt (UFE) Refoundation Project (CEG 1096). It is intended that part of the proceeds of these funds will be applied to eligible payments under the contract for the Procurement of Goods (IT Equipment).
2. The Ministry of Higher Education and Scientific Research (MoHESR) represented by the Implementing Agency the Université Francaise d’Egypte (UFE) now invites sealed bids from eligible bidders for the procurement of IT Equipment (“the Goods”).
3. Interested eligible bidders may obtain further information from and inspect the Bidding Documents at the office of New Campus Department at The Université Française d'Égypte (UFE) - 21 Ismailia Road, Al Shorouk City, Cairo, Egypt. - P.O. [email protected] and inspect the Bidding Documents between the hours of 9:00 A.M. to 4:00 P.M. Cairo time.
4. A complete set of Bidding Documents may be purchased by interested bidders on the submission of a written application to the above and upon payment of a non-refundable fee of 5,000 EGP (Five Thousand Egyptian Pounds) via a bank transfer to:

5. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the Agence Française de Développement’s Bidding Documents for Procurement of Goods.
6. Bids must be delivered to the above office on or before 12:00 P.M. on Thursday, May 21, 2026, and must be accompanied by Bid security of 22,240 EUR (twenty-two thousand, two hundred forty euros).
7. Bids will be opened in public and in the presence of bidders’ representatives who choose to attend at 12:00 P.M. on Thursday, May 21, 2026at the offices of 21 Ismailia Road, Al Shorouk City, Cairo, Egypt.
8. Qualification criteria are as follows:
• liquidity ratio ≥ 1.1 for the last three (3) years.
• indebtedness ratio ≤ 80% for the last three (3) years.
• Minimum average annual turnover of US$ 2.6M for the last three (3) years.
• A minimum number of three (3) similar contracts each of US$ 1.3M within the last five (5) years.
• Availability of spare parts and after-sales services facilities in operation for five (5) years.
