Project Name Lingyuan City Central Heating Project Lot 1: Primary and Secondary Heating Pipeline Network Installation Project

1.The Lingyuan Antai Heating Co., Ltd. on Behalf of the Bureau of Finance of Lingyuan Municipality has received funds from Agence Française de Développement ("AFD") towards the cost of Lingyuan City Central Heating Project. It is intended that part of the proceeds of these funds will be applied to eligible payments under the contract for Lot 1: Primary and Secondary Heating Pipeline Network Installation Project.
2.The Lingyuan Antai Heating Co., Ltd. on Behalf of the Bureau of Finance of Lingyuan Municipality now invites sealed Bids from eligible Bidders for the construction and completion of Lot 1: Primary and Secondary Heating Pipeline Network Installation Project ("the Works").
The construction period of the above works is: 18 months.
3.Bidding will be conducted through the National Competitive Bidding procedures. The bidding is open to all bidders from Eligible Sources Countries as defined in the Procurement Guidelines of AFD.
4.Interested eligible Bidders may obtain further information from and inspect the Bidding Documents at the office of No. 1822, CITIC International Tendering Co., Ltd., Building 59, East Third Ring Middle Road, Chaoyang District, Beijing (Jingcheng Electromechanical Building) and inspect the Bidding Documents between the hours of 9:30am-11:30am & 13:30pm-16:30pm daily from May 9, 2026 to May 25, 2026, or may consult the related issues via email (Liaison: SHAN Dandan; E-mail: [email protected]).
5.A complete set of Bidding Documents may be purchased by interested Bidders on the submission of a written application to the above and upon payment of a non-refundable fee of CNY 6000.
6.The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of AFD's Standard Bidding Documents: Procurement of Works.
7.Bids must be delivered to the above office on or before 9:30 a.m. (Beijing Time) on July 8, 2026 and must be accompanied by bid security of CNY 3,000,000.00.00 or 375,000.00 Euro.
8.Bids will be opened in the presence of Bidders’ representatives who choose to attend at 9:30 a.m. (Beijing Time), July 8, 2026 at the Meeting Room No. 1602, CITIC International Tendering Co., Ltd., Building 59, East Third Ring Middle Road, Chaoyang District, Beijing (Jingcheng Electromechanical Building).
9.Qualification criteria are as follows:
(1) The Bidder shall be an independent legal entity registered according to law. Foreign Bidder shall provide a copy of Business License issued by the appropriate authority in their home countries; Domestic bidder shall provide a copy of Business License issued by Administration for Industry and Commerce.
(2) The Bidder’s registered capital shall be not less than CNY 150,000,000.00.
(3) The Bidder shall have at least Class I qualification of Municipal Public Engineering and GB2 license for public pipeline installation..
(4) The Bidder shall provide the Audited Financial Statements including balance sheet, profit and loss statement and cash flow statement for the last 3 years (2022-2024), which shall prove the current soundness financial position and indicate prospective long-term profitability of the bidder.
(5) The Bidder shall provide the original of the Bank Reference, indicating the credit status and credit line not less than 2 times of the bid price, issued within 3 months before bid submission deadline by a reputable bank at least with the Bank’s Branch level.
(6) The Bidder shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated as CNY 25,000,000.00.00 or the equivalent in Euro for the subject contract(s) net of the Bidder’s other commitments.
(7) The average turnover of the past three years (2022-2024) of the Bidder shall be not less than CNY 150,000,000.00.00 or the equivalent in Euro.
(8) Experience under construction contracts in the role of prime contractor, JV member, subcontractor, or management contractor for at least the last 5 years, starting 1st January 2021 (Based on the date of contract signing).
(9) A minimum number of similar contracts specified below that have been undertaken as a prime contractor, joint venture member, management contractor or subcontractor for the last 5 years (from 1st January 2021 to application submission deadline): 3 similar Contracts for Municipal Heating Pipeline Installation Engineering, each with contract amount not less than CNY 75,000,000.00 or the equivalent in Euro. The similarity shall be based on the physical size, complexity, methods/technology and/or other characteristics described in Section VII.
(10) For the above and any other contracts completed and under implementation as prime contractor, joint venture member, management contractor or subcontractor on or after the first day of the calendar year during the period stipulated in (9) above, a minimum construction experience in the following key activities successfully completed: 1.Completion record of projects with pipe diameter of DN1200 or larger; 2. Heating engineering works.
(11) In the past ten years (from January 1, 2016 to the deadline for bid submission), the Bidder shall have completed one similar municipal engineering project financed by loans from international financial organizations or foreign governments in China.
(12) The Project Manager (PM) shall have 10 or more years of working experience, with a Certificate of First-Class Registered Constructor and the certificate of senior or above professional title in municipal engineering, with a valid Safety Assessment Certificate (Certificate B), the social security payment certificate of 6 months prior to bid opening shall be provided.
10. Joint venture is not accepted.
