Title: Vat Taleo Kao Temple Rehabilitation, Champhone District, Savannakhet Province, under the CHAMPA project.

Regarding to the Decree of Prime Minister ref. 03/PM, dated 09/01/2004 on bidding for procurement, construction, reparation, and services financed by Government.

Respecting the regulations on bidding for procurement, construction, reparation, and services financed by Government ref. 0063/f, dated 21/03/2004.

I. Identification and financing of the project

This notice of invitation is launched by the Provincial Department of Culture and Tourism of Savannakhet Province under the Grant Agreement CLA 1122 01A dated 17/06/2021 and CLA 1122 03C dated 22/05/2024 financed by the French Development Agency (AFD), CHAMPA Project, to carry out the Rehabilitation of the Vat Taleo Kao Temple in Champhone District, Savannakhet Province, a remarkable Temple registered as a Lao National Heritage.

II. Identification of the contract

Type of contract: Works

Description: The work consists of the restoration of the remarkable temple, the consolidation of the structure, the reinforcement of the foundations and soil improvement by injections and the drainage system.

The works are organised in two separated lots:

Lot 1: Reinforcement of foundations, reinforcement of the super structure, supplement and renovation works (new framework/ tiles/exterior plasters/floor tiles/electrical network/ drainage plus removal of in-place shoring)

Lot 2: Soil reinforcement works (injections)

Duration of the works:

Lot 1: 13.5 months.

Lot 2:

Trial: 1 month installation and work + 2 months monitoring.

Rest of the works: 1 month work + 2 months monitoring.

Monitoring until the Lot 1 handover (6 months).

Eligibility and Qualification highlights

This invitation is open to building engineers, construction companies and building contractors that must have:

Evidence of their legal status and fiscal standing, including a valid Annual Business License (or local Patent) and a Tax Compliance Certificate (or equivalents valid for the current fiscal year in their country of registration).

Lot 1:

Minimum average annual turnover of 3 000 000 000 LAK (equiv. 136.000 USD) for the last five years

Conducting three similar works on restoration of remarkable building in the past ten years.

Minimum of 5 years' experience in the restoration of comparable heritage, cultural or building restoration project.

Lot 2:

Minimum average annual turnover of 4 500 000 000 LAK (equiv. 191.000 USD) for the last five years

Conducting two similar works in a similar context

Minimum of 5 years' experience in the restoration works, wooden buildings, civil works

III. How to obtain the tender dossier:

The Tender Dossier may be obtained against payment of a non- refundable amount of 2,200,000 Lao Kip (two million two hundred thousand LAK) from 01/06/2026 at the following address:

ແຈ້ງການເຊີນຍື່ນຊອງປະມູນສະບັບນີ້ອອກໂດຍ ພະແນກ ວັດທະນະທຳ ແລະ ການທ່ອງທ່ຽວ ແຂວງສະຫວັນນະເຂດ ພາຍໃຕ້ ສັນຍາຊ່ວຍເຫຼືອລ້າ ສະບັບເລກທີ CLA 1122 01A ລົງວັນທີ 17/06/2021 ແລະ ສະບັບເລກທີ CLA 1122 03C ລົງວັນທີ 22/05/2024 ເຊິ່ງໄດ້ຮັບທຶນສະໜັບສະໜູນຈາກ ອົງການຝຣັ່ງເພື່ອການພັດທະນາ (AFD) ຜ່ານໂຄງການ CHAMPA, ເພື່ອດໍາເນີນການບູລະນະປະຕິສັງຂອນ ວັດຕາແຫຼວເກົ່າ ຢູ່ເມືອງຈຳພອນ, ແຂວງສະຫວັນນະເຂດ, ເຊິ່ງເປັນວັດທີ່ມີສະຖາປະຕິຍະກຳ ໂດດເດັ່ນ ແລະ ໄດ້ຮັບການຂຶ້ນທະບຽນເປັນມໍລະດົກແຫ່ງຊາດລາວ.

II. ຂໍ້ມູນສັນຍາ

ປະເພດສັນຍາ: ວຽກງານກໍ່ສ້າງ

ລາຍລະອຽດວຽກງານ: ວຽກງານດັ່ງກ່າວປະກອບມີ ການບູລະນະປະຕິສັງຂອນວັດທີ່ມີຄວາມໂດດເດັ່ນ, ການເສີມຄວາມໝັ້ນຄົງ ທາງໂຄງສ້າງ, ການເສີມຄວາມແຂງແຮງຂອງຮາກຖານ ແລະ ການປັບປຸງຄຸນນະພາບດິນດ້ວຍວິທີການອັດສີດ (Injections), ລວມ ເຖິງການຕິດຕັ້ງລະບົບລະບາຍນໍ້າ.

ວຽກງານດັ່ງກ່າວໄດ້ຖືກແບ່ງອອກເປັນສອງໜ້າວຽກ (Lot) ແຍກຈາກກັນຄື:

ໜ້າວຽກທີ 1: ວຽກງານເສີມຄວາມແຂງແຮງຂອງຮາກຖານ, ເສີມຄວາມແຂງແຮງຂອງໂຄງສ້າງສ່ວນເທິງ, ວຽກງານເພີ່ມ ເຕີມ ແລະ ວຽກງານບູລະນະປັບປຸງ (ໂຄງຫຼັງຄາໃໝ່/ດິນຂໍ/ການໂບກສາບປູນໂຄງສ້າງພາຍນອກ/ປູພື້ນດິນຂໍ/ລະບົບ ໄຟຟ້າ/ລະບົບລະບາຍນໍ້າ ພ້ອມທັງວຽກງານຮື້ຖອນຄໍ້າຢັນຊົ່ວຄາວທີ່ຕິດຕັ້ງໄວ້).

ໜ້າວຽກທີ 2: ວຽກງານເສີມຄວາມແຂງແຮງຂອງດິນ (ດ້ວຍວິທີການອັດສີດນໍ້າຢາ).

ໄລຍະເວລາຈັດຕັ້ງປະຕິບັດວຽກງານ:

ໜ້າວຽກທີ 1: 13.5 ເດືອນ

ໜ້າວຽກທີ 2:

ວຽກທົດລອງ (Trial): ໄລຍະເວລາຕິດຕັ້ງ ແລະ ປະຕິບັດວຽກ 1 ເດືອນ + ໄລຍະເວລາຕິດຕາມ 2 ເດືອນ.

ວຽກງານສ່ວນທີ່ເຫຼືອ: ໄລຍະເວລາປະຕິບັດວຽກ 1 ເດືອນ + ໄລຍະເວລາຕິດຕາມ 2 ເດືອນ.

ໄລຍະເວລາຕິດຕາມຈົນກວ່າຈະມີການມອບ-ຮັບວຽກງານໜ້າວຽກທີ 1 (6 ເດືອນ).

ມີປະສົບການເຄີຍດໍາເນີນວຽກງານທີ່ຄ້າຍຄືກັນໃນການບູລະນະປະຕິສັງຂອນອາຄານທີ່ມີຄວາມໂດດເດັ່ນຢ່າງ ໜ້ອຍ 3 ໂຄງການໃນໄລຍະ 10 ປີຜ່ານມາ.

ມີປະສົບການຢ່າງໜ້ອຍ 5 ປີ ໃນການບູລະນະປະຕິສັງຂອນອາຄານທີ່ມີຄຸນຄ່າທາງດ້ານມໍລະດົກ, ວັດທະນະ ທຳ ຫຼື ໂຄງການບູລະນະອາຄານທີ່ທຽບເທົ່າ.

ໜ້າວຽກທີ 2:
