1. Crnogorski elektroprenosni sistem AD (CGES) will receive funds from the Agence Française de Développement (the French Development Agency) towards the cost of “Substations PERUCICA and PLJEVLJA2 refurbishment and extension” project. It is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for the procurement of two 400/231/33kV (400/400/100 MVA) autotransformers at Pljevlja2 substation and two 230/121/10,5 kV (200/200/60 MVA) autotransformers at Perućica substation, in two (02) lots:
• Lot 1: Procurement of two (02) 400/231/33kV- 400 MVA autotransformers at PLJEVLJA2 substation
• Lot 2: Procurement of two (02) 230/121/10,5 kV- 200 MVA autotransformers at PERUĆICA substation

2. Crnogorski elektroprenosni sistem AD (CGES) now invites sealed bids from eligible bidders for the design, supply and installation of two 400/231/33kV (400/400/100 MVA) autotransformers at Pljevlja 2 substation and two 230/121/10,5 kV (200/200/60 MVA) autotransformers at Perućica substation (“the Facilities”). International competitive bidding will be conducted in accordance with the Agency's Single-Phase Bidding Procedure.

4. A complete set of bidding documents may be purchased by interested bidders on the submission of a written application to the above and upon payment of a non-refundable fee of one hundred Euros (100 €).

5. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the Agence Française de Développement’s Standard Bidding Documents: Procurement of Plant, Design, Supply and Installation.

6. Bids must be delivered to the above office on or before 15.09.2026 on 11:00 Montenegro local time UCT+1 and must be accompanied by a Bid Security of:
• Lot 1: two hundred thousand Euros (200,000.00 €)
• Lot 2: one hundred and fifty thousand Euros (150,000.00 €)

7. Bids will be opened in the presence of bidders’ representatives who choose to attend at 15.09.2026. at 12:00 Montenegro local time UCT+1 at the offices of CGES:

8. Qualification criteria are as follows:

Bidders shall demonstrate availability of liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated as :
• Lot 1: 1,1 Million EUR
• Lot 2: 0,7 Million EUR

Bidders shall demonstrate a minimum average annual construction turnover over the last five (05) years of:
• Lot 1: Forty million EUR (40M€)
• Lot 2: Twenty million EUR (20 M€)

Bidders shall demonstrate a minimum number of contracts specified below that have been satisfactorily and substantially completed as a prime contractor, joint venture member, management contractor or sub-contractor between 1st January 2016 and application submission deadline:
• For lot 1: 5 contracts and minimum 10 power transformers with unit price higher than 4 M€
• For lot 2: 7 contracts and minimum 15 power transformers with unit price higher than 2 M€

For the above and any other contracts completed and under implementation as prime contractor, joint venture member, management contractor or sub-contractor on or after the first day of the calendar year during the period stipulated above, a minimum construction experience in the following key activities successfully completed:
• For lot 1: Design, supply, installation and commissioning of autotransformers primary 400 kV minimum 400 MVA
• For lot 2: Design, supply, installation and commissioning of autotransformers primary 220 kV minimum 200 MVA
