Description of the project: The Manta Bond for Protecting Rays and Empowering Communities project is part of the Agence Française de Développement (AFD) Blue Innovation Pilots programme, which supports the development of innovative financing solutions to mobilise private capital for marine biodiversity conservation.
The project aims to design and structure a financing instrument to support the protection and sustainable management of manta rays and other marine megafauna in Indonesia while advancing community-based conservation and livelihood development. While the proposed instrument is provisionally structured as an impact bond—an outcomes-based instrument in which investors provide upfront capital, outcomes are independently verified against pre-agreed conservation and livelihood metrics, and repayment is contingent on performance—alternative instruments may be assessed as part of this consultancy scope where project financing requirements or prevailing market conditions indicate a more suitable structure.

Definition of the goods or services required with detailed specifications: Conservation International (“CI”), in partnership with Yayasan Konservasi Indonesia (“KI”), its principal implementing partner in Indonesia, is seeking a qualified consultant to support the design of an outcomes-based financing instrument capable of mobilizing public (multilateral, bilateral) and private capital for conservation of manta rays and other priority marine species in Indonesia. The Scope of Services and required deliverables are further described in Section 5 of this RFP.
