Eligibility of Bidders:   • Demonstrated capacity to develop and deploy ArcGIS Enterprise / ArcGIS Online solutions.
• Lead organisation or consortium member must provide ArcGIS technical certification or proof of professional competence in ArcGIS Enterprise deployment.
• Proposed Team Leader must hold a Master’s degree (MSc) or PhD in Remote Sensing, GIS, or a related field.
• Proposed Rangeland Ecologist must have at least 10 years’ experience in ecology, bush encroachment and above-ground biomass estimation in semi-arid savannas, with experience in Namibia or Southern Africa.
• Proposed Drone Pilot must hold a valid UAV operator licence recognised by the Namibian Civil Aviation Authority (NCAA) or provide a credible plan to obtain certification before deployment.
• Bidder/consortium must demonstrate proven experience in similar assignments, including remote sensing, GIS platform development, drone surveys, and biomass mapping.
• Must have the logistical capacity to conduct field surveys within the OBPS 100 km radius.
• Bidders may apply as a single entity or consortium, provided all required competencies are covered.
• Submit certified Company Registration Documents.
• Submit valid Tax Good Standing Certificate (or equivalent for foreign entities).
• Submit valid Social Security Good Standing Certificate (or equivalent for foreign entities).
• Namibian entities must provide an Affirmative Action Compliance Certificate where applicable.
• Submit a signed Declaration of Undertaking.
• Bidders declared ineligible by any authority or with unresolved contract performance issues may be disqualified

NamPower is currently constructing Namibia’s first biomass power plant. The Otjikoto Biomass Power Station (OBPS) will require about 245,000 tonnes of biomass per year, which will be harvested on bush encroached farms within the 100 km harvesting area radius around the power station. It is estimated that 20 000 hectares per year will be harvested to meet the annual woodchip demand. The Namibia Nature Foundation (NNF) is seeking technical services for the development of the Bush Information System (BIS), a GIS-based monitoring system designed to quantify harvestable above-ground biomass (AGB) across the OBPS supply area. The BIS will use the recent advances in satellite remote sensing, including ESA's dedicated Biomass Satellite, Sentinel-1 SAR and Sentinel-2 multispectral data, as well as drone-based structural data and field vegetation data collection, advanced machine learning modelling, and modern cloud-based GIS platform development.
