This Global Shield Solutions Platform-funded tender package concerns an assignment to assess the feasibility of an open-access national climate and disaster risk data platform for Costa Rica and define its scope, governance and implementation roadmap. The assignment will evaluate relevant data sources and systems, stakeholder needs, institutional, technical and legal barriers, international best practices, potential applications for actuarial modelling and insurance solutions, and the platform"s operational, sustainability, implementation and interoperability requirements.
SUGESE, as beneficiary and contracting authority of the Global Shield Solutions Platform funded Support Programme Costa Rica, hereby invites proposals under an open, single-stage procedure for consulting services comprising a diagnostic study and the development of parametric insurance regulations. The Global Shield Solutions Platform, managed by Frankfurt School of Finance & Management gGmbH, will administer the procurement and process payments on behalf of SUGESE from donor funds; however, the service contract will be concluded with SUGESE, and the selected consultant's services shall be owed exclusively to SUGESE without creating any employment relationship.
