Services to define the support structure for the CDRFI implementation support structure, which will be under the direction of the General Superintendency of Insurance of Costa Rica (SUGESE). GSSP will support Costa Rica's CDRFI implementation support structure (referring to the Internal Country Coordination as stated in the CDRFI request) by financing a consultancy with the objective of providing technical assistance for the evaluation and definition of a strategy to ensure financial sustainability and efficient implementation of the Global Shield Support activities.

SUGESE, as beneficiary and contracting authority under the GSSP Support Programme Costa Rica, financed by the Global Shield Solutions Platform and managed by Frankfurt School of Finance & Management gGmbH, hereby invites proposals for the above-described consulting services through Limited Competitive Bidding. The service contract will be concluded with SUGESE, and the consultant's services shall be owed exclusively to SUGESE, without creating any employment relationship with the consultant or its team. FS/GSSP will administer the procurement process and process payments on behalf of SUGESE from donor funds, thereby discharging SUGESE's financial obligations under the service contract. No party other than SUGESE shall derive rights from the financing arrangement or claim entitlement to the grant proceeds. Formalisation of the consultancy remains subject to approval by the Country Steering Committee and no-objection by the GSSP Strategic Committee.
