Eligibility of Bidders:   • The candidate must have at least a Masters’ Degree from a graduate university in a related field which provides a sound basis for development of a broad range technical, financial, and economic skills.
• At least 6 years’ experience as a practicing procurement officer in Ethiopia with programs or projects, with an international development finance organization.
• The candidate should be familiar with the requirements for project planning, implementation and procurement set out by Ethiopian law and regulations.
• The candidate must have prior experience in the competitive procurement of major consultancies, including preparation of tendering documents and completion of all aspects of the tendering process under AFD procurement guideline and another international financer like World bank.
• The candidate must be fluent in Amharic, and proficient in both spoken and written English language and should have good communication skills.
• The candidate needs to be able to work well within integrated teams and with other work groups, particularly procurement specialists, to foster and build productive relationships with the government, and to respond to the daily needs, queries and needs for advice and assistance.
• The candidate should have working knowledge of the MoF beneficiary office’s policy objectives, and a creative, customer service approach to helping MoF meet those objectives.
• The candidate must have the highest levels of personal integrity, and a reputation for a transparent and systematic work style; and
• The candidate must be able to work under pressure situations, to meet demanding deadlines.

Letter of Invitation

Date: July 1, 2021
Dear Mr./Ms.: Eligible Consultant

1. The Ministry of Finance of the Federal Democratic Republic of Ethiopia (hereinafter called “Client”) has received financing (hereinafter called “the funds”) from the Agence Française de Développement (AFD) toward the cost of Procurement consultant. The Client intends to apply a portion of the funds to eligible payments under the contract for which this Request for Proposals is issued.

2. The Ministry of Finance now invites proposals to provide the following consulting Services: Individual consulting service include but not limited to : lead the preparation and review of all procurement documents such as procurement plan , EOI, RFP, undertaking and lead evaluation of proposals and bidding documents an preparation of reports and recommendation for awards of contract , contract preparation , negotiation and ensure procurement process are comply with AFD guidelines and applicable legal agreements and contract management . More details on the Services are provided in the Terms of Reference (TOR).

3. A consultant shall be selected under the quality-based selection method (Consultant’s qualifications) and cost. The candidate should possess a vast and recent experience in managing large program procurement financed by international financing institutions, including AFD financed project. The detail evaluation criterions (qualification and experience, skill, and competency ) are stated in the Terms of Reference(TOR)

4. This Request for Proposals includes the following documents:
 This Letter of Invitation;
 The letter of Submission of the Proposal;
 Technical Proposal;
 Financial Proposal;
 Terms of Reference;
 Standard Form of Contract.

5. Your proposal shall comprise your Proposal Submission Form, a Technical Proposal (including curriculum vitae (CV)), a Financial Proposal net of taxes and the signed Statement of Integrity, and must be submitted to: copcuproc@gmail.com with a copy to mezgebua2011@gmail.com, and degagu@yahoo.com by addressing to Ministry of Finance (MoF) , Channel One programs Coordinating Directorate, MoF main building, sadist Killo, yekatit 12 Square, King George Avenue, 4th Floor, Room no.403, Addis Ababa, Ethiopia on or before July 21, 2021 at 3:00pm local time.
