Letter of Invitation

Dear Mr./Ms.: Eligible Consultant

1. The Ministry of Finance of the Federal Democratic Republic of Ethiopia (hereinafter called “Client”) has received financing (hereinafter called “the funds”) from the Agence Française de Développement (AFD) toward the cost of a Capital Market advisor to support the National Bank of Ethiopia on the operationalization of the legal and regulatory frameworks for capital markets in Ethiopia . The Client intends to apply a portion of the funds to eligible payments under the contract for which this Request for Proposals is issued.

2. The Ministry of Finance now invites proposals to provide the following consulting Services: An individual capital market advisor who support the National Bank of Ethiopia on the effort to put in place for the operationalization of the legal and regulatory frameworks to establish capital markets regulatory authority, setup the Ethiopian Securities exchange and develop market infrastructure etc. More details on the Services are provided in the Terms of Reference (TOR).

3. A consultant shall be selected under the quality-based selection method (Consultant’s qualifications) and cost. The candidate should possess relevant professional experience in capital markets, corporate finance, and/or private equity; Diverse international experience, especially in developing countries (ideally those at the early stage of their capital market developments); Demonstrated knowledge of capital markets products, market infrastructure, regulation, and supervision to support financial system stability, integrity, and development, etc. The detailed other selection and evaluation criterions are stated in the Terms of Reference (TOR)

4. This Request for Proposals includes the following documents:
 This Letter of Invitation,
 The letter of Submission of the Proposal,
 Technical Proposal,
 Financial Proposal,
 Terms of Reference,
 Standard Form of Contract.

5. Your proposal shall comprise your Proposal Submission Form, a Technical Proposal (including curriculum vitae (CV)), a Financial Proposal net of taxes and the signed Statement of Integrity must be submitted to: agelgelu@mofed.gov.et with a copy to mezgebua2011@gmail.com, by addressing to Ministry of Finance (MoF), Channel One programs Coordinating Directorate, MoF main building, sadist Killo, yekatit 12 Square, King George Avenue, 4th Floor, Room no.403, Addis Ababa, Ethiopia on or before August 04, 2021 at 3:00pm local time .
