1. The Government of the United Republic of Tanzania has received financing from the World Bank (WB), through International Development Association (IDA), and French Agency for Development (AFD) and a grant from European Union (EU) toward the cost of the Tanzania - Zambia Transmission Interconnector Project (TAZA). Tanzania Electric Supply Company Limited (TANESCO), as Project Executing Agency of the United Republic of Tanzania, intends to apply part of the proceeds toward payments under the contract for the Design, Supply, Construction, Installation and Commissioning of the proposed Tunduma 400/330kV Auto-transformation Substation switchgear and a 4km of 400kV Double Circuit Transmission Line (constructed at 400kV, but energized at 330kV) from Tunduma substation to the Tanzania - Zambia border – Lot 4. The Lot 4 extends the Tunduma 400/220/33kV substation whose construction is under Lot 2 of PA/001/2020-2021/HQ/W/46 – Lot 1, 2 & 3 under World Bank procurement process.

2. TANESCO intends to prequalify contractors for plant design, supply, construction, installation, testing and commissioning of the proposed Tunduma 400/330kV auto-transformation substation switchgear and a 4km of 400kV double circuit transmission line (constructed at 400kV, but energized at 330kV) from Tunduma substation to the Tanzania - Zambia border under the Tanzania - Zambia Transmission Interconnector Project (TAZA) as Lot 4 of PA/001/2020-2021/HQ/W/46, that consist of: -

i) Lot 4: Tunduma 400/330kV auto-transformation switchgear and 4km of 400kV Double Circuit TL from Tunduma substation to Zambian border, (constructed at 400kV but energized at 330kV)

• Tunduma substation is located 18 km northwest of Tunduma Township in Mbeya Region. The substation will be designed as a 400/330/220kV/33kV with a 400kV double busbar and line feeders to Mbeya and Sumbawanga and future 400kV lines towards northeast. The full implementation of Tunduma substation is divided into two (2) independent lots, the Lot 2 financed by WB and AFD; and Lot 4 financed by EU through AFD, respectively, and their implementation will run in parallel. The Lot 2 involves construction of Tunduma 400/220/33kV green substation, while the Lot 4 involves the extension of Tunduma substation constructed under Lot 2 by installation of 400/330kV auto-transformation substation switchgear and the construction of 4km 400kV transmission line (constructed at 400kV, but energized at 330kV) from Tunduma substation to Tanzania – Zambia border.

• The Tunduma substation under Lot 4 will be equipped with 3x250/250/65MVA, 400/330/33kV Autotransformers for supplying a 330kV double busbar for connection of two 330kV line feeders heading to the border of Tanzania and Zambia, and further in to Zambia National Grid.

• Access to 33 kV by the three winding Auto-transformer will supply AC to substation via 33 kV Auxiliary switchgear and 33/0.4 kV auxiliary/earthing transformers.

• Construction of 4 km new 400 kV transmission double circuit line infrastructure from Tunduma substation to Zambian border is also included in the scope of Lot 4, however, will be energized at 330kV.

3. Prequalification will be conducted through the procedures as specified in the AFD’s Procurement Regulations for Financed Contracts in Foreign Countries – V7, October, 2019 and is open to all eligible Applicants as defined in the Procurement Regulations.

4. Interested eligible Applicants may obtain further information from the Tanzania Electric Supply Company Limited (TANESCO) at the address given under paragraph no. 5 during office hours from 08:00 hours to 17:00 hours East African Time. A complete set of Prequalification document in English will be available upon submission of application letter to the address given under paragraph no. 5 below and upon payment of nonrefundable fee of USD 200 (two hundred USD or its equivalent in a freely convertible currency) – transaction charges exclusive payable by Applicant. The method of payment will be as follows: -

(a) The Complete set of prequalification documents (hard and soft copy) may be purchased from the Offices indicated below upon payment of a non-refundable fee. The Applicant or Applicant’s agent shall collect the Prequalification Document at the Employer’s office on a normal working day between 8:30Hours to 15:30Hours East African Time.

(b) The prequalification document may also be delivered to Applicants by email in PDF format through Applicant’s email address provided to the Client, upon submission of proof of payment of the application fee, (Note: Applicants must provide reliable address to avoid any communication difficulties). Applicant shall transmit a copy of Bank Payment Slip and his e-mail address to the e-mails below, (Note: Applicants must make sure that, the payment for application fee covers all Bank charges).

(c) Local Interested Applicant may buy Prequalification Document at TANESCO premises and pay locally through National Microfinance Bank (NMB) upon receipt of reference number from TANESCO.

5. Applications for prequalification should be submitted in clearly marked envelopes and delivered to the address below on or before 10.30 hours East African Time, Friday, 05th November, 2021. Electronic applications will be permitted through submission procedures described in ITA Section II: Prequalification Data Sheet (PDS) Clause 7.1 and 19.1. In view of COVID-19, there are additional application submission options as detailed in the referred ITA PDS 19.1. Late Applications shall be rejected.
