1. The Government of the United Republic of Tanzania has received financing from the World Bank (WB), through the International Development Association (IDA), and French Agency for Development (AFD) and a grant from European Union (EU) toward the cost of the Tanzania - Zambia Transmission Interconnector Project (TAZA). Tanzania Electric Supply Company Limited (TANESCO), as Project Implementing Agency of the United Republic of Tanzania, intends to apply part of the proceeds toward payments under the contracts for the Design, Supply, Construction, Installation and Commissioning of the proposed 400kV Iringa – Kisada – Mbeya – Tunduma – Sumbawanga Double Circuit Transmission Line under four lots (Lot 1, 2, 3 & 4) as outlined below:

2. TANESCO intends to prequalify contractors for plant design, supply, construction, installation, and commissioning of the Proposed 400kV Iringa – Kisada – Mbeya – Tunduma – Sumbawanga (IKMTS) double circuit overhead transmission line for the above outlined four (4) lots.

All the proposed transmission line works highlighted above (Lot 1, Lot 2, Lot 3, and Lot 4) will involve the design, engineering, manufacture, supply, construction, installation, testing, and commissioning of 400kV primary transmission line equipment, including towers, hardware and fittings, conductors, insulators, optical ground wire (OPGW), earth wires, and all the required ancillary equipment and installations.

The major works to be carried out by the Contractor(s) for Iringa-Kisada–Mbeya-Tunduma-Sumbawanga Transmission line sections as described in lots above shall comprise of, but not limited to the following:
• Design, Engineering, Supply, Delivery, Construction, Installation, Testing and Commissioning of 400kV Double Circuit Overhead HVAC Transmission Line with OPGW from Iringa Substation to Kisada Substation – Lot 1; from Kisada Substation to Mbeya substation – Lot 2; from Mbeya substation to Tunduma substation – Lot 3; and from Tunduma substation to Sumbawanga substation – Lot 4.

• Termination and complete integration at substations of respective lot.

• Integration of SCADA and telecommunication equipment to the existing system and or to the system under construction/extension under TAZA project.

3. Prequalification will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers Fourth Edition, November, 2020 (“Procurement Regulations”), and is open to all eligible Applicants as defined in the Procurement Regulations.

4. Interested eligible Applicants may obtain further information from the Tanzania Electric Supply Company Limited (TANESCO) at the address given under paragraph no. 5 during office hours from 08:00 hours to 17:00 hours East African Time. A complete set of Prequalification document in English will be available upon submission of application letter to the address given under paragraph no. 5 below and upon payment of nonrefundable fee of USD 200 (two hundred USD or its equivalent in a freely convertible currency) – transaction charges exclusive payable by Applicant. The method of payment will be as follows:

(a) The Complete set of prequalification documents (hard and soft copy) may be purchased from the Offices indicated below upon payment of a non-refundable fee. The Applicant or Applicant’s agent shall collect the Prequalification Document at the Employer’s office on a normal working day between 8:30Hours to 15:30Hours East African Time.

(b) The prequalification document may also be delivered to Applicants by email in PDF format through Applicant’s email address provided to the Client, upon submission of proof of payment of the application fee, (Note: Applicants must provide reliable address to avoid any communication difficulties). Applicant shall transmit a copy of Bank Payment Slip and his e-mail address to the e-mails below, (Note: Applicants must make sure that, the payment for application fee covers all Bank charges).

(c) Local Interested Applicant may buy Prequalification Document at TANESCO premises and pay locally through National Microfinance Bank (NMB) upon receipt of reference number from TANESCO.

5. Applications for prequalification should be submitted in clearly marked envelopes and delivered to the address below on or before 10.30 hours East African Time, Friday, 05th November, 2021. Electronic applications will be permitted through submission procedures described in ITA Section II: Prequalification Data Sheet (PDS) Clause 7.1 and 19.1. In view of COVID-19, there are additional application submission options as detailed in the referred ITA PDS 19.1. Late Applications shall be rejected.
