Overview：
1. Xianju Biodiversity Development Co., Ltd. has applied for funds from the Agence Française de Développement (the French Development Agency) towards the cost of Infrastructure Engineering Project for Fanzhengyan of Demonstration Project on Biodiversity Conservation and Development of Xianju County Project. It is intended that part of the proceeds of these funds will be applied to eligible payments under the contract for Procurement of Infrastructure Engineering Project .
2. CMC International Tendering Co., Ltd. is entrusted by Xianju Biodiversity Development Co., Ltd., now invites all eligible bidders to participate, and the bidding adopt the form of domestic competitive process.

Project Name: Infrastructure Engineering Project for Fanzhengyan of Demonstration Project on Biodiversity Conservation and Development of Xianju County Project（EPC Genral Conttract of Construction Project）
Place of Implementation: Shenxianju scenic area, Baitai Town, Xianju County, Zhejiang Province, China
List of Products: The construction drawing design, preparation budget of construction drawing, as-built drawing, construction, material and equipment installation, completion acceptance, handover, filing and defect repair during the project defect liability period, warranty service, and quality, safety, progress, and maintenance of the project. Management and control of expenses, contracts, information, etc.
Controlled bidding price: RMB 41,672,700.00 yuan (including the maximum limit of survey and design costs is 600,000 yuan)).
Project construction budget: RMB 37,505,400.00 million (including the maximum limit of survey and design costs is 540,000 yuan)). The bid will be rejected if the bid price exceeds the budget.
Planned duration: 500 calendar days(Including construction drawing design and preparation budget)
3. Qualification Requirements For Bidder
The bidder must meet the following Qualification Requirements (1) construction qualification and (2) design qualification requirements at the same time:
(1) Construction qualification: Grade two and above for general contracting on municipal public utility construction engineering (If is Joint Ventrure, the JV leader must meet the requirement)
(2) Design qualification: the bidder must meet one of the following design qualifications(If is Joint Ventrure, the member of JV should meet the requirement)
①Grade A for comprehensive engineering design;
②Grade B and above for engineering design and municipal industry;
③Grade B and above for engineering design and municipal industry (road engineering).
(3) Qualification requirements for Project manager (construction project leader):
Level-one Registered architect of municipal public works (if is Joint Venture, the project manager shall be the staff of the leader of the JV).
(4) Qualification requirements for design manager: senior engineer and above (related professional of municipal public works) (if is Joint Venture, the design manager shall be the staff of the company, which undertakes the design task in the JV). In which: the project manager and the design manager shall not be hold concurrent posts with each other.
(5) Joint Venture shall be allowed for this project. The leader of the Joint Venture must meet the qualifications for Grade two and above for general contracting on municipal public utility construction engineering
(6) The bid is Post-qualification.
(7) The bid will not be opened if there is less than three bidders.

4. Acquisition of Bidding Documents
Any bidder who intends to participate should download the bidding documents from the attachment of this IFB at the Xianju Public Resource Trading Center (http://www.zjxj.gov.cn ) on September 24, 2021－9:00 am, October 20, 2021.

Before the deadline for submission of bids, the Employer may modify the bidding documents by clarification. The Bidders shall pay attention to the modification of the bidding documents of this project on the website of Xianju County Public Resource Trading Center (http://www.zjxj.gov.cn ).
5. Bid Submission

Place of Bid Opening：Bidding Room 2 of Xianju Public Resource Trading Center, Zhejiang Province (Address: West building, 2nd floor, administrative service center, Xianju County People's government, No. 6, Taihe Middle Road (east of Wuyue Square), Xianju County, Taizhou City, Zhejiang Province). The tender documents that are delivered over time or not delivered to the designated place will not be accepted by Employer.
Bidders need to register at the "User Registration" on the home page of the Xianju Public Resource Trading Center. After filling in the information, click "register", there is no need to go to the site for review.
6. The bidding announcement and the evaluation results will be released on https://www.dgmarket.com, http://www.cebpubservice.com, http://new.zmctc.com, http://www.tzztb.com and http://www.zjxj.gov.cn .
