Eligibility of Bidders:   Eligibility criteria to AFD financing are specified in sub-clause 1.3 of the "Procurement Guidelines for AFD-Financed Contracts in Foreign Countries", available online on AFD’s website: http://www.afd.fr.

Determination of the similarity of the experiences will be based on:
- The contracts size 800.000 euros;
- The nature of the Services performed in Renewable Energy projects such as, technical assistance to develoment of auction program, feasibility studies, detailed technical studies, work supervision or audit ;
- The technical area and expertise (technical, legal and financial);
- Expertise in structuring IPP projects;
- The development of Environmental and Social studies (Environmental and Social Impact Assessment, Environmental and Social Management Plan, Land Acquisition and Ressetlement Action Plan);
- The location in the region and qualification in the Client’s language;
- Skills and availability of in-house technical back-up experts provided to the on-site experts;

1. Electricidade de Moçambique, E.P (“EDM”) has received a financing from Agence Française de Développement ("AFD"), delegated by European Union (“EU”), toward the cost of the Promotion of Renewable Energy Auction Programme (PROLER). These funds are intended for the preparation of a programme of wind and solar photovoltaic (“PV”) projects to be developed through an Independent Power Producer (“IPP”) approach and intends to use part of the funds thereof for payments under the following project of Technical Assistance to EDM for Development of Renewable Energy Projects (solar and wind) through a competitive process in order to attract private investors and to develop renewable energy projects at the lower costs.
2. The Main objective of PROLER is to design technical, financial and legal frameworks for lauching renewable energy projects (solar and wind) through competitive processes and to develop the capacities of the public entities involved in the energy sector (MIREME, ARENE and EDM) so that the Government of Mozambique will be fully able to manage the procurement of RE projects at the end of PROLER.
3. Under PROLER, 4 projects (3 solar PV and 1 wind) will be implemented, whereat of the 3 solar photovoltaic projects , a pilot project with a capacity of about 40MWp in Dondo is more advanced.
4. The Services of the consultant shall consist of a four (4) years Technical Assistance (TA) based in EDM and ARENE in full time and/or part time that will essentially in charge of supporting EDM for the technical, environmental & social, economic and financial aspects) and ARENE (for the procuring and tender aspects) in the implementation of the 3 last projects of the PROLER program, two medium-sized solar photovoltaic power plants in Manje (Tete Province) and in Lichinga (Niassa Province), of 40MWp each, interconnected to the grid and developed under an IPP scheme and a medium sized wind power plant, located in Jangamo (Inhambane Province) of 40MWp interconnected to the grid and developed under an IPP scheme. Some technical assistance may be required also to support the closing of the Dondo Project.
5. Electricity of Mozambique “EDM” now invites eligible consultants to indicate their interest in delivering the Services described above.
6. Eligibility criteria to AFD financing are specified in sub-clause 1.3 of the "Procurement Guidelines for AFD-Financed Contracts in Foreign Countries", available online on AFD’s website: http://www.afd.fr.
7. The Applicant shall submit only one application, either in its own name or as a member of a Joint Venture (JV). If an Applicant (including any JV member) submits or participates in more than one application, those applications shall be all rejected. However, the same Subconsultant may participate in several applications.
8. If the Applicant is a JV, the expression of interest shall include:
- a copy of the JV Agreement entered into by all members,
or
- a letter of intent to execute a JV Agreement, signed by all members together with a copy of the Agreement proposal,
In the absence of this document, the other members will be considered as Subconsultants.
9. Experiences and qualifications of Subconsultants are not taken into account in the evaluation of the applications.
10. Interested Applicants must provide information evidencing that they are qualified and experienced to perform those Services. For that purpose, documented evidence of recent and similar services shall be submitted.
11. Determination of the similarity of the experiences will be based on:

12. Among the submitted applications, EDM will shortlist a maximum of six (6) Applicants, to whom the Request for Proposals to carry out the Services shall be sent.

14. The Expressions of Interest must be submitted in digital copy to the address below no later than the 29th of October 2021, at 11:00 a.m (local time).
