To whom it may concern:

1. The Associaçao para Empoderamento da Rapariga - MUVA (hereinafter called “Client”) has received financing (hereinafter called “the funds”) from the Agence Française de Développement (AFD). The Client intends to apply a portion of the funds to eligible payments under the contract for which this Request for Proposals is issued.

2. MUVA now invites proposals from a short list of consultants to provide the following consulting Services: Support Services for Network Infrastructure and IT. More details on the Services are provided in the Terms of Reference (TOR).

3. A Consultant shall be selected under the selection method based on quality and cost. The candidate’s experience in providing technology infrastructure management, support and development services will be assessed; as will his/her ability to access the necessary experts to solve issues and advise on development; to ensure time synchronisation management between all IT infrastructure components; to ensure the digital security of MUVA’s network infrastructure and IT system; and his/her knowledge/skills in Portuguese shall be a critical criterion in the selection.

4. This Request for Proposals includes the following documents:
 This Letter of Invitation;
 The letter of Submission of the Proposal;
 Technical Proposal;
 Financial Proposal;
 Terms of Reference;
 Standard Form of Contract.


5. Your proposal shall comprise your Proposal Submission Form, a Technical Proposal (including curriculum vitae (CV)), a Financial Proposal net of taxes and the signed Statement of Integrity. The proposal should be addressed to the MUVA NGO and to the attention of Tercio Cumbi and be sent to the following email addresses tercio@ligada.org and shelsya@ligada.org. Proposals should be received by 17 December, 2021, at 12:30PM Central Africa Time. If necessary, you may request any clarifications by sending an email to the same email address.
