THE UNITED REPUBLIC OF TANZANIA

MINISTRY OF WATER DAR ES SALAAM WATER SUPPLY AND SANITATION AUTHORITY

REQUEST FOR EXPRESSIONS OF INTEREST

COUNTRY: TANZANIA

FINANCIER : Agence Francaise de Développement (French Development Agency) - AFD.

ASSIGNMENT TITLE: The Feasibility study of the Dar es Salaam Sanitation Project and Technical Assistance

Reference No. AE/033/2021- 2022/CS/07

1 .The Government of the United Republic of Tanzania has received financing from the Agence Franqaise de Development (French Development Agency) (AFD) for Study and Capacity Building and intends to apply part of the proceeds for consultant services for the feasibility study of the Dar es Salaam Sanitation Project and Technical Assistance. The Dar es Salaam Water Supply and Sanitation Authority (DAWASA) and the communities will be the final beneficiary of these services.

2. DAWASA is implementing Agency on behalf of the Government of Tanzania through Ministry of Water and is handling Selection of consulting firms/companies.

3. The consulting services ("the services") for the assignment shall consist but not limited to the following activities:
 The feasibility study of the Dar es Salaam Sanitation for the purpose of improving the sanitation service in the south neighborhood of Dar Es Salaam, Temeke, Tandika, Miburani, Azimio, Sandali, Keko, Chang'ombe, Kurasini and Mtoni.
 Preparation of strategy for implementation of Offgrid Sanitation projects in Dar es salaam,
 Need Assessment and preparation of the scope of the TA components for DAWASA
 The indicative level of effort for the expected assignment is 10 man months. for the feasibility study phase and 2 man months for the Need Assessment and preparation of scope of the TA component phase.

4. The Dar es Salaam Water Supply and Sanitation Authority (DAWASA) now invites eligible consultants to express their interest in providing the services described above. Eligibility criteria for AFD's financing are specified in sub clause 1.3 of the "Guidelines for the Procurement of the AFD —Financed contracts in Foreign Countries", available online on AFD's website, www.afd.fr

5. Interested consultants must provide information demonstrating that they are qualified and have the necessary experience to provide the services. 6. DAWASA will also take into account the following items in the evaluation of the applications:

i) Availability of appropriate skills among staff (Water and Sanitation specialists, sociologist, environmentalist, financial Expert and Procurement expert).
ii) Ability to take into account local context (regional experience, local partner) and establish a reliable financial estimate of works.
iii) Quality assurance procedures and certifications of the Applicant, including at least a valid ISO 9001 certificate.

7. Among the submitted applications, DAWASA will shortlist a maximum of six consultancy firms. To whom the Request for Proposal to carry out the services shall be sent. The consultancy firms shall submit only one application, either in its own name or as a member of a Joint Venture (JV). If an Applicant (including any JV member) submits or participates in more than one application, those applications shall be all rejected. However, the same Sub consultant may participate in several applications. If the Applicant is a JV, the expression of interest shall include:

o a copy of the JV Agreement entered into by all members, or
o a letter of intent to execute a JV Agreement, signed by all members together with a copy of the Agreement proposal,

In the absence of this document, the other members will be considered as sub consultants. Experiences and qualifications of Sub consultants are not taken into account in the evaluation of the applications.

8. Interested consultants must sign the Statement of Integrity, Eligibility and Social and Environmental Responsibility attached to this call for expression of interest.

9. The attention of interested Consultants is drawn that Selection and Employment of Consultants under this financing shall follows Guidelines for the Procurement of AFDFinanced Contracts in Foreign Countries — Revision of October 2019 ("Consultant Guidelines") that setting forth the AFD policy on conflict of interest and corruption.

10. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) Method set out in the Guidelines for the Procurement of AFD-Financed Contracts in Foreign Countries — Revision of October 2019.
