The Request for Expressions of Interest is not a Request for Proposals, and the requested information should not involve a large amount of work from the Applicants. In particular, the drafting of a methodology or the identification and submission of CVs of experts for the Services should not be required at this stage.
PROVISION OF CONSULTANCY SERVICES FOR PARK MANAGEMENT ON PROTECTED AREAS: PWMA.17.2021
The Government of Zimbabwe, through the Ministry of Environment, Climate, Tourism and Hospitality Industry (MECTHI), in partnership with the French Development Agency (AFD) is implementing a one year project to update and develop Protected Area Management Plans (PAMPs) for Chimanimani National Park (including Eland Sanctuary, Haroni and Rusitu Botanical Reserves), Nyanga National Park and Lake Kyle Recreational Park. The project objective is anchored on baseline analysis that revealed that many PAs in the country have outdated Management Plans or no plans at all e.g. Chimanimani National Park (including Eland Sanctuary, Haroni and Rusitu Botanical Reserves). Some of the management plans (e.g. Mana Pools National Park) are very general and have no clear indicators of progress, timelines, and budgets for implementation. Some of the PAs have low level of collaboration with local communities and lack of their involvement in the PA management. PAs badly need training in anti-poaching, adaptive wildlife management, human-wildlife conflict resolution, collaboration with local communities and other stakeholders, fire management and climate-smart planning. Lack of adequate management planning for sustainable use of natural resources and implementation capacity is an obvious gap in the respective Rural District Council/ district management (e.g. Masvingo, Nyanga and Chimanimani).
With this background AFD in partnership with METCHI through Zimbabwe Parks and Wildlife Management Authority (ZPWMA) is looking for a competent and experienced Planning Expert(s) to collectively and individually update and develop PAMPs for the three PAs.
PURPOSE OF ASSIGNMENT
The overall purpose of this assignment is to update and develop Park Management Plans for Chimanimani National Park (including Eland Sanctuary, Haroni and Rusitu Botanical Reserves), Nyanga National Park and Lake Kyle Recreational Park considering community involvement in strengthening and beneficiation from wildlife economies.
Zim Parks through the National Parks and Wildlife Management Act (Chapter 20:14) of 1975 is mandated to preserve and conserve the country’s diverse wildlife species both aquatic and terrestrial on alienated and in Protected Areas for the enjoyment of the public. The PAs in Zimbabwe constitute 13% of the country’s total land area. The PAs are found in 6 categories namely National Parks (11), Recreational Areas (9), Sanctuaries (11), Safari Areas (16), Botanical Gardens (3) and Reserves (14) (Refer to Map 1). Zim Parks has 8 administrative regions namely the South East Lowveld, Sebungwe, Mid Zambezi, Matopo, Central, Matabeleland North West, Eastern Highlands and Harare.The Zimbabwe Parks and Wildlife Management Authority wishes to engage consulting services relating to development of Park Management Plan on Protected area for a period of one (1) year
Objective(s) of the Service
• To update and develop Protected Area Management Plans of (1) Chimanimani National Park, (2) Lake Kyle Recreational Park and (3) Nyanga National Park.
• To strengthen capacity building in PAMPs in within the Zim Parks
• To craft an evaluation and monitoring framework for the implementation of the PAMPs.
The Zimbabwe Parks and Wildlife Management Authority now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are:
1. Bidders to submit detailed CVs for the key project personnel
2. Attach at least three (3) trade references of work done in a similar field. These must be in form of letters signed by a person at a senior managerial level and must be not more than five (5) years old.
3. Bidders must give a brief explanation on how the work will be contacted
4. Proof of bidder’s physical address in form of current utility bill (not more than 3 months old) or a signed lease agreement .

Short-listed Consultants will be invited to submit detailed technical and financial proposals, as described in Part 1 of the Request for Proposals Procedures in the Standard Request for Proposals for the Selection of Consultancy Services.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the procedures specified in Part VIII of the Public Procurement and Disposal of Public Assets Act [Chapter22:23] and Part VI of the Public Procurement and Disposal of Public Assets (General) Regulations, 2018 (Statutory Instrument 5 of 2018). Short-listed Consultants will be invited to submit their proposals on a separate document based on the Standard Request for Proposals for the Selection of Consultancy Services and the Consultant submitting the successful proposal will be engaged on the contractual terms set out in that document and in the General Conditions of Contract for Consultancy Services. Copies of the Act and Regulations and the standard documentation are available on the website of the Procurement Regulatory Authority of Zimbabwe.
This opportunity is open to all Consultants who meet the criteria for eligibility as stated in Section 28 of the Act and who have the nationality of an eligible country as defined in Clause 1.10 of the General Conditions of Contract for Consultancy Services. The Consultant and its sub-consultants must provide personnel who are citizens of eligible countries. Countries that are ineligible under this clause are:
• Participation is open to both Zimbabwean and foreign bidders.
• The method of selection will be both Cost and Quality based.
