1. The Democratic Socialist Republic of Sri Lanka has received a financing from European Union (“EU”) under Agence Francise de Developpment ("AFD") funded Sanitation and Hygiene Initiative for Towns (SHIFT -1) In South West Sri Lanka Project. It is intended that part of the proceeds of these funds will be applied to eligible payments under the contract for Consulting Services for Sewerage Management

The Chairman, Cabinet appointed Consultant Procurement Committee (CPCC), Ministry of Water Supply, No. 35, “Lakdiya Medura”, New Parliament Road, Pelawatta, Battaramulla, Sri Lanka now invites sealed applications for Request for Expressions of Interest of Selection of Consulting Services for Sewerage Management Skills Development Consultancy, Package 1 in Sanitation and Hygiene
Initiative for Towns (SHIFT) Project.

4. Applications must be delivered to the Director (Procurement), Ministry of Water Supply, No. 35, “Lakdiya Medura”, New Parliament Road, Pelawatta, Battaramulla, Sri Lanka on or before 16th March
2022 at 10.00 am.
5. Applications will be opened in the presence of Applicants’ representatives who choose to attend at 16th March 2022 at 10.00 a.m. at the offices of Director (Procurement), Ministry of Water Supply, No. 35, “Lakdiya Medura”, New Parliament Road, Pelawatta, Battaramulla, Sri Lanka
6. Eligibility criteria to AFD financing are specified in sub-clause 1.3 of the "Procurement Guidelines for AFD-Financed Contracts in Foreign Countries", available online on AFD’s website:

7. The Scope of proposed Consultancy Service includes
(i) The Services of the consultant shall consist of strengthening NWSDB (water supply and sewerage) by training of NWSDB staff in project management and contract administration, and in applying selected accounting modules. The major focus of interventions will be on strengthening the Water Reclamation Division (sewerage) and sewerage sections of 12 Regional Support Centers. This will include among other activities, restructuring and de-centralizing; developing Standard Operating Procedures (SOPs) and updating and expanding
ISO certification; developing key performance indicators(KPI); introducing a selected number of improved human resources and instruments; developing and implementing Occupational Health and Safety (OHS) guidelines and practices.
(ii) The second major focus will be on strengthening the NWSDB Training Centre by improving the training cycle management and by jointly developing, implementing and evaluating practical training courses in off-site sanitation operation and maintenance (O&M), general management, financial management, and human resources management. Ultimately, the interventions will also include a safety audit of NWSDB sewerage and wastewater installations, and the development, implementation and training on regulations related to
effluent discharges in the sewer system, reuse of treated wastewater and sludge, providing training on onsite sanitation and Decentralised Wastewater Treatment Systems (DEWATS) management techniques to Pradeshiya Saba (PS), Local Authority (LA), Municipal Council (MC) and NWSDB and establishment of NWSDB Regional Support Centre (RSC) setup and working environment on wastewater management activities.
