Eligibility of Bidders:   The Kampala Capital City Authority (KCCA) has applied for funding from Agence Française de Développement ("AFD") toward the cost of the KAMPALA LIGHTING AND INFRASTRUCTURE IMPROVEMENT PROJECT (KCLIIP), and it intends to use part of the funds for payment of the contract under Design, Build and Operate for SOLAR STREET LIGHTING ALONG THE ROADS AND ON THE SPECIFIC URBAN SPACES IN THE CAPITAL CITY.
The Employer intends to initially select a maximum of five (5) firms which will be issued the final Bidding document.
SUMMARY OF THE SCOPE OF WORKS
The project will cover the following;
• Supply and installation of autonomous solar street lighting units in Kampala along 290 km of roads of various widths,

• Providing good lighting on pedestrian routes along the sidewalks and 693 pedestrian crossings will need extra specific lighting accentuation for safety.

• Light accentuation will be brought to 160 specific road junctions. Luminaires with attractive design are expected on 10 outdoor markets.

• The contract covers also lighting of 6 taxi parks and specific locations in 13 informal setlements.

The works under the contract are broken down into 2 sections:
A. Section 1 (Firm order): 287 km of roads, 293 pedestrian crossings, 60 major junctions, 10 markets, 6 taxi parks, and 7 informal settlements
B. Section 2 (Optional order) : 200 pedestrian crossings, 100 major junctions, 3 markets, 3 taxi parks, 6 informal settlements
The contract does not specify the number of street lamps to install, since applicants will have the freedom to propose solutions with specific lumen output and spacing. But its numbers are estimated to 18, 000 units approximately.
The form of the contract will be a Design Build Operate (DBO) performance-based contract meaning that the applicants are expected to design the solutions to meet the technical specifications, to build foundations and install equipment, integrate a wireless central management system to be shared with the Employer, and offer a 10 years total warranty, including maintenance and replacement of components when needed (10 years from the first installed street light, 8 years from the last installed street light 2 years later).
The contractors will have to manage waste and recycle components in an effective and transparent way.

Interested eligible Applicants may obtain further information from Kampala Capital City Authority (KCCA) (address below) during opening hours (9:00-17:00).

A complete set of the prequalification documents in English may be purchased by the interested and eligible Applicants upon submission of a written application to the address below and upon payment of a nonrefundable fee of UGX. 200,000 (Uganda shillings two hundred thousand only).

The method of payment will be by bank advise forms which may be obtained form Kampala Capital City Authority (KCCA) Accounts offices/Uganda revenue Authority Website. Payment can be made in the any Local bank and the payment details presented to the Procurement and Disposal Unit. The documents should be collected by the prospective Bidder or his representative.

No liability will be accepted for loss or late delivery.

Applications for initial selection should be submitted in sealed clearly marked envelopes and delivered to the address below by 10am EAT on 6th April 2022. Late application shall be rejected.
