Assignment Title: HIRING A SUPERVISION FIRM FOR EPC FOR STATIC VAR COMPANSETORS ON 220 KV SUBSTATIONS (SHANGO AND RWABUSORO) (SVC) PROJECT

1. Background:
The Energy Development Corporation Limited (EDCL) has received grant financing from the World Bank toward the cost of the Energy Access and Quality Improvement Project (EAQIP) and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) includes to assist the contracting authority with contract award, review and approve the contractor’s design, update the ESMP, monitor the RAP implementation, supervise the construction works and liaison with the beneficiaries of the project. The contract period of 14 months from the date of signing the contract. The consultancy is expected to start in June 2022.

The Energy Development Corporation Limited (EDCL) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The selected most qualified firm shall be negotiated on the project scope of work, schedule, budget, and consultant fee.
2. Selection process
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revise November 2017, August 2018 and November 2020) (“Consultant Guidelines”) setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality Based Selection (QBS) method set out in the Procurement Regulations.
