1． The People’s Republic of China has received the loan from New Development Bank
toward the cost of Zhejiang Green Urban Project— Shengzhou Urban and Rural
Integrated Water Supply and Sanitation Project (Phase II) and it intends to apply part
of the proceeds of this loan to payments under the contract for Construction,
Equipment Supply, Installation and commissioning of Chongren Town WWTP (Phase
II). Bidding is open to eligible bidders from member countries of NDB.
2． CITIC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering
Agent”), authorized by Shengzhou Water Group Co., Ltd. (hereinafter referred to as
“the Employer”), now invites sealed bids from all eligible and qualified bidders for the
following Contract:

Scope of Supply
The main contents include: a new Chongren Town Waste
Water Treatment plant (WWTP), with a total construction area
of 21 mu and a treatment scale of 8 thousand tons per day,
located in Xitan Village, Chongren Town, Shengzhou. The
construction content includes new construction (structures)
buildings, auxiliary facilities, auxiliary road construction,
equipment procurement, installation and commissioning
(including equipment and processing commissioning), etc.,
original Chongren town WWTP to the newly built WWTP
sewage pipes connection and structures within the ancillary
equipment form a complete set of piping and valves and other
accessories, all electrical, control and instrumentation and
monitoring equipment and button box, as well as the equipment
connection cable, fiber optic cable laying of the trough and
pipes and so on all belongs to the scope of the tendering, which
shall be supplied and installed by the equipment supplier.
The bidder shall provide but not limited to the accessories
required within the scope of the project. For the specific project
contents, please refer to the Bill of Quantities (see Volume II of
the bidding document) and construction drawings.

Defect
Liability Period
The Defect Liability Period shall be seven hundred and thirty
(730) days from the date of Completion of the Facilities (or any
part thereof) or two years from the date of Operational
Acceptance of the Facilities (or any part thereof), whichever
first occurs.
3． Bidding will be conducted through the Open Competitive Bidding procedures. The bidding
is open to all eligible bidders in accordance with Chinese relevant bidding laws, regulations
and the Procurement Policy of New Development Bank.
4． Interested eligible bidders may obtain further information from the contact information listed
as below and inspect the Bidding Documents from May 20, 2022 to June 20, 2022, 9:00
a.m.~11:30 a.m; 1:30 p.m.~ 4:30 p.m. (except weekends and public holidays).
5． The attention of prospective Bidders is drawn to the eligibility and conflict of interest
provisions under ITB 4.3 of the Bidding Documents. All Bidders found to have a conflict of
interest shall be disqualified.
6． Bidders shall meet the following qualification requirements; detailed information is provided
in the Bidding Documents:
Qualification Requirements
Establishment
Period
The bidder shall be an independent legal entity and must provide a
copy of valid business license which shows it has been established
for no less than five (5) years.
Business
Capacity
Bidders’ average annual turnover for each of the last three (3)
years (2019-2021) shall not be less than RMB 20 million.
Contract
Performance
From 1st January, 2017 till present, the Bidder is required to have
been completed (the acceptance date shall prevail) at least one (1)

contract for the supply and installation of main equipment for
WWTPs with a capacity of not less than 8,000 ton/day. Each of the
contract shall be valued not less than RMB 10 million.
The bidder shall furnish documentary evidence in bids including
contracts (including but not limited to the following content for
review: its cover page, first page showing project name, page of
contract scope with equipment list attached, date of contract
signing, contract price, signature page indicating liaison person of
the End-user and contact information) and copy of acceptance
(completion) certificates; if acceptance (completion) certificates
cannot reflect size of contract and scope of supply, the bidder shall
provide copy of certificates issued by the End-user with End-user’s
official seal (original certificate shall be prepared for further review).
The Bid will be rejected if the aforesaid requirements are not met.
Enterprise
Qualification
(a) For bidders registered in China or the bidder in the form of joint
venture with a domestic firm, it shall possess:
①valid Grade II or above level of Qualification Certificate for
General Contracting of Municipal Public Construction; and
②valid Grade II or above level of Qualification Certificate for
General Contracting of Mechanical and Electrical Installation
Engineering or valid Grade II or above level of Qualification
Certificate for Professional Contracting of Construction Mechanical
and Electrical Installation Engineering;
③valid Work Safety Certificate.
(b) For bidders registered in other member countries (except
China) shall provide the qualification certificate of the same level
issued by the government agency at the same level, and also
provide the registration certificate of the qualification certificate. At
the same time, the bidder shall provide an undertaking to promise
that the qualification certificate of the same level held by it is of the
same level as the qualification certificate issued by the Chinese
government, and is willing to provide the certificate for verification
at any time. If the bidder is found to have made false statements or
false undertakings, the Employer may take corresponding punitive
measures, including but not limited to canceling the contract

award, deducting the bid bond, prohibiting it from participating in
other project bidding in the future or other circumstances that the
Employer deems applicable.
Copy of certificates shall be furnished in bids.
Personnel
The Project Manager shall possess qualification of registered
Constructor - Grade I specializing in municipal public construction
(for joint venture, the qualification certificate holder must be the
employee of the lead party of the joint venture). Copy of certificate
shall be provided. For other personnel requirements, please refer
to the bidding documents.
Financial
Situation
Soundness of the Bidder’s financial position showing long-term
profitability demonstrated through audited annual financial
statements (balance sheet, income statement and cashflow
statement) for the last three years (2019-2021). As a minimum, a
Bidder’s net worth calculated as the difference between total
assets and total liabilities for each of the three years (2019-2021)
should be positive.

Availability of or access to liquid assets1

which may arise during the execution of the contract shall not be

Other
Requirements
(a) From bid submission till contract award:
① the bidder shall not be listed in www.creditchina.gov.cn as
"Discredit Entity Subject to Enforcement for Default" and shall not
be listed in “National Enterprise Credit Information Publicity
System"as "Discredit Enterprises with Serious Law Violation
Practice";
②the bidder shall not be declared as ineligible by membership
country of New Development Bank.
(b) Joint Venture is accepted for this contract. The maximum
number of partners of Joint Venture shall be not more than two (the
leading party should be a Municipal Public Construction company).

7． Bids must be delivered to the address below at or before 09:00 a.m. June 21, 2022. Late
bids will be rejected. Bids will be opened in the presence of the bidders’ representatives
who choose to attend in person at the address below at 09:00 a.m. June 21, 2022. All bids
must be accompanied by a bid security of CNY 500,000 as specified in the bids.
8． The Notice of Invitation for Bids for this contract lot shall be published on
www.ndb.int/projects/project-procurement, www.chinabidding.com.cn,

9． Any questions or complaints regarding the bidding process or contract award should be
sent in writing to the Employer at e-mail account ndbzjszpmo@sina.com. Bidders are free
to send copies of their communications on issues and questions to New Development Bank
specified in the BDS at e-mail account wu.ning@ndb.int. When the Employer does not
respond promptly, or the communication is a complaint against the Employer, the bidders
can also write to New Development Bank directly.
10． Obtaining Bidding Documents:
All interest bidders could take the following procedures (any one of them) from May 20 ,
2022 to June 20, 2022, 9:00 a.m.~11:30 a.m; 1:30 p.m.~4:30 p.m. (except weekends and
public holidays) to obtain the bidding document:
(a) Online Method: ①Using the bidder’s valid CA digital certificate on Shaogxing
Public Resources Trading Centre Shengzhou Sub-centre (Shengzhou Public
Resources Trading Centre) to log in Shengzhou Public Resources Digital Trading
System” (via www.szzj.gov.cn/col/col1529991/index.html), downloading the bidding
document from this IFB. For potential bidders who do not have the CA digital
certificate, it shall process the registration procedure in Shaogxing Public Resources
Trading Centre Shengzhou Sub-centre to obtain a CA digital certificate first;
② Using the bidder’s bank account to transfer the complete bidding document fee
of CNY 500/set (non-refundable after transfer). Please indicate the brief name of the
project contract and bidding No. when transferring. The Bidding Documents will be
sent promptly via courier. No liability will be accepted for loss or late delivery.
(b) Offline Method: Prospective bidders can also purchase the bidding documents in
person at Tendering Agent’s address (4/F, No.17th Unit, Su Yuan, Beijing Friendship
Hotel, No.1, South Zhongguancun Street, Haidian District, Beijing).
For potential bidders from other NDB membership countries, please contact the
Procurement Agent via email to obtain the bidding document.
Note:
1. In case of obtaining the bidding document online, the Bidder shall use the CA digital
certificate to log in “Shengzhou Public Resources Digital Trading System” (via
www.szzj.gov.cn/col/col1529991/index.html)” and download the bidding document via the
designated page to complete the registration procedure. If the Bidder fails to complete the
registration procedure and directly download the bidding document or through other
methods to obtain the bidding documents other than the abovementioned two methods,
its bid shall be seen invalid.
2. No matter which method (online or offline) the bidder adopts, please contact the
Tendering Agent to obtain the paper bidding documents by paying cash or transferring CNY
500.
11. Bid Submission and Bid Opening Time: Bids will be opened immediately after deadline for
bid submission, at 09:00 a.m. on June 21, 2022 (Beijing time), in the presence of Bidders’
designated representatives and anyone who choose to attend.
