To ensure the objectives as well as the scope and objects of various types of water-related disasters of the Nam Rom river basin, the non-structural component needs to perform the following main work contents:
- Building and perfecting the monitoring and decision support system in multi-disaster management in Nam Rom river basin.
- Enhancing capacity for multi-disaster management and climate change adaptation for Nam Rom river basin.
- Implementing information and communication activities on climate change adaptation and disaster prevention.
- Assessing the impact of climate change and economic development on urban flooding in Dien Bien Phu city and proposing planning solutions and measures to mitigate climate change impacts on urban flooding.
- Implementing some of community-based climate change response models; improving capacity for community-based disaster prevention and integrating disaster prevention plans into socio-economic development plans in localities in the Project area.
