In the framework of its evaluation mechanism, Agence Française de Développement usually evaluates, either at mid-term, at completion or after completion, the projects and programmes it finances. This approach responds to AFD’s concern to promote an enhanced dialogue on the results with its partners, to learn lessons from past operations and to provide objective information on the proper use of the public funds that it is responsible for implementing. This evaluation, as a formative evaluation, is being contracted before a mid-term one. It will provide elements to be incorporated with the necessary adjustments into the project being evaluated to improve its implementation and will be a learning experience for AFD.
These evaluations are managed and financed by AFD, entrusted to external consultants and involve as closely as possible its national partners, the contracting authorities for the projects and programs concerned.
In this context, AFD wishes in relation with MUVA – Associação do Empoderamento da Rapariga Moçambicana – to recruit a consultant to conduct the formative evaluation of MUVA approach and model, focusing on the “Promotion of access to economic opportunities for young people and especially young women in disadvantaged urban areas of Mozambique.”
