REQUEST FOR EXPRESSION OF INTEREST FOR PROVISION OF CONSULTANCY SERVICES FOR SUPERVISION OF ENGINEERING, PROCUREMENT AND CONSTRUCTION (EPC) OF GRID MODERNIZATION PROGRAMME

Expressions of Interest
1. The Government of the United Republic of Tanzania has received a financing from Agence Française de Développement ("AFD"), and intends to use part of the funds thereof for payments under the Grid Modernization Programme.
2. The Services of the consultant shall consist of Design review, Supervision, Management, Testing and Commissioning of the works of the EPC Contractors under the Grid Modernization Programme.
3. TANESCO hereby invites Applicants to show their interest in delivering the Services described above.
4. This Request for Expressions of Interest is open to consultaing fims.
5. Eligibility criteria to AFD financing are specified in sub-clause 1.3 of the "Procurement Guidelines for AFD Financed Contracts in Foreign Countries", available online on AFD’s website: http://www.afd.fr.
6. The Applicant shall submit only one application, either in its own name or as a member of a Joint Venture (JV). If an Applicant (including any JV member) submits or participates in more than one application, those applications shall be all rejected. However, the same Subconsultant may participate in several applications.
7. If the Applicant is a JV, the expression of interest shall include:
• a copy of the JV Agreement entered into by all members,
or
• a letter of intent to execute a JV Agreement, signed by all members together with a copy of the Agreement proposal,
In the absence of this document, the other members will be considered as Subconsultants.
8. Experiences and qualifications of Subconsultants are not taken into account in the evaluation of the applications.
9. Interested Applicants must provide information evidencing that they are qualified and experienced to perform those Services. For that purpose, documented evidence of recent and similar services shall be submitted.
10. The technical area and expertise:
i. Construction of buildings for Grid & Distribution Control Centres.
ii. SCADA/EMS Systems for National Grid Control Centres.
iii. SCADA/DMS/OMS Systems for Distribution Control Centres and related Telecommunication Infrastructure.
iv. Substation Automation Systems.
v. Facilities for Testing and Repair of HV, MV & LV equipments.
vi. Wide Area Monitoring Scheme (WAMS).
vii. Dynamic Line Rating (DLR)
11. The Client will also take into account for the evaluation of the applications the following items:
i. Experience in Supervision and Management of at least One (1) contract (or Owners Engineer contract) in Grid and Distribution Automation Systems described in Section 11. Completion Certificates shall be Submitted for each completed project as proof.
ii. Experience in Supervision and Management of at least One (1) contract (or Owners Engineer contract) in Construction of buildings for Grid & Distribution Control Centres described in Section 2 (i). Completion Certificates shall be Submitted for each completed project as proof.
iii. Availability of in-house skilled and experienced technical experts for Supervising site works.
iv. Presence of Local representatives/partners for foreign Firms.
v. Quality assurance procedures and certifications of the Applicant: ISO 9001, ISO 14001, ISO 18001
12. Experience in Supervision and Management of at least One (1) contract (or Owners Engineer contract) as described in Section 10 (vi) & (vii) complete with Completion Certificates as proof will be an added advantage.
For a JV, its leader and any member that has its registered office outside the Client's country shall fulfil each of these criteria.
An application that does not meet any of these requirements will be rejected.
13. Among the submitted applications, TANESCO will shortlist a maximum of six (6) Applicants, to whom the Request for Proposals to carry out the Services shall be sent.
14. The Expressions of Interest must be submitted to the address below no later than 11th August, 2022, 10:00Hrs at TANESCO Umeme Park Building Ubungo area, Morogoro Road P.O.BOX 9024 Dara es Salaam
15. Interested Applicants may obtain further information at the office of Secretary Tender Board P.O BOX 9024, Umemem Park Building Thrid Floor room No. 305 during office hours 9:00 to 16:00 Hrs from Monday to Friday inclusive except on public holidays or through email sec.tenderboard@tanesco.co.tz cc. pmuprojects@tanesco.co.tz
