REQUEST FOR EXPRESSIONS OF INTEREST
(CONSULTANCY SERVICES)

DAR ES SALAAM BRT PHASE 5 PROJECT – CTZ 1075

CONSULTANCY SERVICES FOR PROJECT MANAGEMENT AND CONSTRUCTION SUPERVISION (PMCS) OF BRT PHASE 5 (28.73 KM)

TENDER NO. AE/001/2021-22/HQ/C/59

1. The Government of the United Republic of Tanzania has received financing from Agence Française de Développement ("AFD"), towards the cost of Dar es Salaam BRT Phase 5 Project and intends to use part of the funds thereof for payments under the Contract for Consultancy Services for Project Management and Construction Supervision (PMCS) of BRT Phase 5 (28.73 Km), Tender No. AE/001/2021-22/HQ/C/59.

2. The Services of the Consultant shall include undertaking a value engineering and design optimization exercise based on the ITDP’s Comments on the Detailed Engineering Design and Supervision of works for the construction of the BRT infrastructure - Phase 5 (27.6 km). The Consultant shall improve the design (as necessary in consideration of ITDP’s recommendation) and associated documents, and proceed with supervision of works upon award of the contract.

3. The specific objectives of this Consultancy Services are: -

(a) Conduct a value engineering exercice, incorporate recommendations from ITDP, and propose a final design including necessary modifications to drawings, specifications and Bill of Quantities. The consultant shall be liable for the final construction drawings to be issued to the Contractor for implementation;
(b) Review and optimisation of the proposed traffic management plan during construction, to ensure that the proposed traffic arrangement results in minimal disruption;
(c) Carry out Supervision of the works to ensure compliance with the approved final design, drawings, specifications, conditions of contract, approved work programmes, sound engineering practice, and compliance with environmental and social due diligence requirements;
(d) Carry out supervision of activities during the Defects Notification Period;

4. The Contract duration for the assignment is 40 calendar months plus 12 calendar months for Defects Liability Period (DLP). The time input for key staff is estimated to be 859 person-months.

5. The Tanzania National Roads Agency (TANROADS) an Executive Agency of the Ministry of Works and Transport hereby invites Applicants to show their interest in delivering the Services described above.

7. Eligibility criteria to AFD financing are specified in Sub-Clause 1.3 of the "Procurement Guidelines for AFD Financed Contracts in Foreign Countries", available online on AFD’s website: http://www.afd.fr.

8. The Applicant shall submit only one application, either in its own name or as a member of a Joint Venture (JV). If an Applicant (including any JV member) submits or participates in more than one application, those applications shall be all rejected. However, the same Sub-Consultant may participate in several applications. If the Applicant is a JV, the expression of interest shall include: a Letter of Intent to execute a JV Agreement, signed by all members together with a copy of the Agreement Proposal, In the absence of this document, the other members will be considered as Sub-consultants. Experiences and qualifications of Sub-consultants are not taken into account in the evaluation of the applications.

9. Interested Applicants must provide information evidencing that they are qualified and experienced to perform the required Services. For that purpose, documented evidence of recent and similar services shall be submitted.

10. Determination of the similarity of the experiences will be based on: -
(i). Experience on similar assignments in the last ten years on Design and Supervision of Works for a mass-transit system of at least 15 km executed in an urban area. For each project performed, the Consultant shall provide the name and address of the Client, start date and completed dates, name(s) of lead and associate firms. Cited projects with insufficient information will not be considered
(ii). The technical area and expertise – list appropriate managerial and technical skills among staff related to the assignment; and
(iii). Experience in similar conditions of at least 3 years working in a Developing countries;

11. The Client will also take into account for the evaluation of the applications the following items:
(i). Skills and availability of in-house technical back-up experts provided to the on-site experts; and
(ii). Quality assurance procedures and certifications of the Applicant such as ISO 9001 or equivalent certification.

12. The consultant/firm will be selected in accordance with the AFD Procurement Guideline on “Procurement of consulting service’’ and the Tanzania Public Procurement Act No. 07 of 2011 and Public Procurement Regulations GN No. 446 of 2013 (amended 2016) on “procedures for selection and employment of Consultants.

13. Among the submitted applications, TANROADS will shortlist a maximum of six (6) Applicants, to whom the Request for Proposals to carry out the Services shall be issued.

14. 15. Applications must be accompanied by a duly filled and signed Statement of Integrity, Eligibility and Environmental and Social Responsibility, available online on TANROADS website: https://www.tanroads.go.tz/tenders/view/57.
