REQUEST FOR EXPRESSIONS OF INTEREST
(CONSULTING SERVICES – FIRMS SELECTION)

Title: CONSULTANCY SERVICES FOR DESIGN CHECKING AND WORKS SUPERVISION OF THE CONSTRUCTION OF A DISTRIBUITION NETWORK AND HOUSEHOLD CONNECTIONS IN THE CITY OF MALANJE – LOT 2

The Government of Angola has received financing from the World Bank and French Agency for Development (AFD) toward the cost of the Second Water Sector Institutional Development Project (WSIP-2), and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include:
• The design review of the water distribution network for the city of Malanje and existing water supply systems rehabilitation works, and the site supervision as the “The Engineer” (also referred to as Project Manager or Engineer’s Representative)[1] in accordance with the Contract Conditions and the Environmental and Social Management Framework for the Water Sector Institutional Development Project and Resettlement Policy Framework – ESMF/RPF safeguard documents and local environmental and social legislation, including site specific environmental and social safeguards instruments.
• The duties of the FCMU-WB/AFD Environmental Safeguard Specialist and Social Specialist, as specified in the ESMF & RPF safeguard document.
The scope of the assignment comprises the detailed design of 100 kilometers of network, developed in Malanje, among Katepe and Vila Matilde districts and 10,000 household connections serving mostly peri-urban areas, the design of the required interventions for the good functioning of the existing bulk water supply system, with origin in Guine water catchment, as well the rehabilitation of existing 6000 household connections currently out of service, and 1,000 new household connections for Service Densification, in the zones already served by Malanje’s Water Supply Network, followed by construction works.
The Design and Build contract consists of the following phases and durations:
1. Design phase of 6 months (5 months for design and 1 months for Client’s comments);
2. Construction phase of 24 months; followed by
3. Defects liability period (DLP) of 12 months.

The Financial and Contract Management Unit (FCMU-WB/AFDB) of the Ministry of Energy and Water (MINEA) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The Consultant shall be a reputable Civil Engineering Consultancy firm with experience in water engineering and civil works design and supervision. The shortlisting criteria are:
1. At least 10 years´ experience in water engineering (10 years’ experience in Water Supply Design Projects, including at least two projects dedicated to water distribution networks;
2. At least 10 years’ experience in Water Supply Projects Works Supervision including at least two projects dedicated to water distribution networks);
3. Demonstrated experience in carrying out similar assignments (experience in public urban water distribution networks, public bulk water supply systems and water supply rehabilitation projects);
4. Pool of experienced field managers, designers, supervisors as well as backstop office staff to provide project management support to the field staff;
5. The consultant has carried out 3 similar, internationally financed projects,
6. Experience with World Bank procurement documents;
7. Experience with FIDIC Conditions of Contract;
8. Experience in construction projects in sub-Saharan developing countries;
9. Experience dealing with water supply household connections implemented through cluster approach;
10. Experience in Environmental and Social Management Frameworks and Resettlement Policy Frameworks – ESMF/RPF, specifically with ESMP and HSP;
11. Existence of a certified quality management system.
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017 (“Procurement Regulations”), setting for the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the QCBS method set out in the Procurement Regulations.
