This assignment will be carried out by a pool of experts and/or consulting firm referred to here as “the Consultant“.
The Consultant is expected to work closely with the Bank’s business, operational and risk & compliance teams to revise the existing ESMS that should be adapted to the Bank’s needs and existing operational process. The Consultant will also develop internal tools for climate risk assessment and vulnerability screening for BRD’s investments and review existing gender initiatives within BRD and propose alternatives, where needed, to support women’s financial inclusion and in particular to support women’s businesses access to financial services and products.
It will be essential to get a pragmatic, realistic and step-by-step approach all along the assignment, especially when developing the operational tools to make them effective, user-friendly, simple enough for non-E&S experts.
In order to achieve the above-mentioned activities, the Consultant will closely work with the BRD’s E&S team. While the Consultant (lead) will bring in its experience with similar banks as well as already existing material (tools, checklists, guidelines, etc.), the local E&S team (BRD E&S team)’s main role is to provide knowledge on the local situation (E&S regulation and its application), and to adapt the necessary procedures and tools accordingly.
The Consultant should have:
a) At least MSc degree in Environmental or climate related fields, social sciences and gender studies, sociology, public policy or development studies
b) Demonstrated experience in designing and providing support to the implementation of ESMS for FIs (at least ten years) in line with World Bank Environmental and Social Standard n°9 (ESS9) and/or International Finance Corporation Performance Standard n°1 (PS1);
c) Demonstrated experience in climate risk assessments for financial institutions;
d) Substantial knowledge of international Environmental and Social standards (World Bank Group) and or Environmental and Social Performance Standards (International Finance Corporation);
e) Demonstrated experience in gender equality in the workplace, financial inclusion of women;
f) Documented evidence of experience of at least 3 assignments;
g) Strong interpersonal and task management and analytical skills, demonstrated ability to translate policy requirements into actionable and practical recommendations;
h) Attention to details and respect for deadlines;
i) Fluency in written and spoken English is compulsory.

ASSIGNMENT TITLE: SUPPORT THE IMPLEMENTATION OF THE ENVIRONMENTAL AND SOCIAL UPGRADE ACTION PLAN (ESAP) AT BRD

The Development Bank of Rwanda (BRD) Plc, (hereinafter called "Client") has received financing from Agence Française de Développement ("AFD") toward the cost of Technical Assistance to BRD. The Client intends to apply a portion of the proceeds of this financing to eligible payments under the Contract for which this Request for Proposals is issued.

The Client now invites Proposals to provide the following consulting services (hereinafter called "Services"): SUPPORT THE IMPLEMENTATION OF THE ENVIRONMENTAL AND SOCIAL ACTION PLAN (ESAP) AT BRD

More details on the Services are provided in the Terms of Reference (Section VII). This Request for Proposals (RFP) is addressed to all interetsed and qualified bidders.

The Request for Proposal in English may be obtained from procurement office from 19 /08/2022 during office hours (8:00 am to 6:00 pm, Local time) upon presentation of proof of payment of a non-refundable fee of Twenty Thousand (20,000 Frw) deposited on the account Nº 593412700910118 of BRD opened in BPR Bank.

Well bound and sealed proposals presented in 3 hard copies one of which marked “Original” and 2 hard copies marked "Copy" of the bids. The bids shall be valid for a period of 90 calendar days and should be submitted in BRD procurement office at the address BRD HQ, PO BOX 1341, Kigali Rwanda, not later than, 19/09/2022, at 10:00am prompt local time.

Please note that technical proposals will be separated from financial proposals, put in separate envelopes, and written in English. The two proposals being put in an outer envelope will bear name, address of the bidder, reference of the tender notice and shall be marked as follows:
“SUPPORT TO THE IMPLEMENTATION OF THE ENVIRONMENTAL AND SOCIAL UPGRADE ACTION PLAN (ESAP) AT BRD”
