The Government of the Republic of Angola (GoA) received financing from the International Bank of Reconstruction and Development (IBRD) and co-financing from the French Development Agency (AFD) towards the cost of the Electricity Sector Improvement and Access Project (ESIAP) and intends to apply part of the proceeds for consulting services.

The Project Coordination Unit (PCU) intends to engage the services of Consulting firm to provide PRODEL with corporate advisory services and supervision of implementation of ERP (Upgrade of MINIMAL) installation, for all technical aspects of component 3.1 of ESIAP Project.

The main objective of this assignment is to contract a corporate consulting firm to provide assistance services to PRODEL in all technical aspects of Component 3.1 of the ESIAP Project. The Consulting Firm will support PRODEL in surveying existing corporate procedures, identifying areas, improvements and measures to harmonize operational and management procedures, including updating the corporate software and modernizing the Lauca Renewable Energy Training Center.

The contract duration is 36 months, taking in consideration the work plan anticipated in the Terms of Reference.

The Consulting Firm should demonstrate at least 10 years of relevant experience in similar assignments, including experience in:
• Organizational change management support;
• Implementation of ERP systems and consulting services in the areas of Information Technologies, network infrastructures and Datacenters;
• Capacity building and implementation of training programs;
• Renewable Energies and on setting up academic and professional laboratories.

Note: ESIAP reserves the right to verify submitted references and use the information obtained for evaluation purposes.

The Project Coordination Unit of the Electricity Sector Improvement and Access Project (ESIAP) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers, November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

Consultants are strongly advised to limit their Expression of Interest to 30 pages. Company brochures may be included as attachments and will not be affected by the 30-page limitation.

A Consultant will be selected in accordance with the procedures set out in World Bank’s Guidelines: World Bank Procurement Regulations for IPF Borrowers”, dated November 2020 “Quality- and Cost-Based Selection (QCBS) method”.
