1. Bidding Conditions
The Urban Construction and Investment Company (UCIC) of Jiangyuan District has applied for funds from the Agence Française de Développement (the French Development Agency - AFD) towards the financing of the Jiangyuan Water and Sanitation Project. It is intended that part of the proceeds of these funds will be applied to finance the following :
The Leak Detection Equipment and Pipe Network Reconstruction of New Area, Jiangyuan District:
Construction of Water Purification Plant in Jiangyuan New Area:
Phase 1: New Area water purification plant construction project (30,000 m3/d) .
Phase 2:New area water purification plant equipment and installation project.
Supporting pipe network of Water Purification Plant in Jiangyuan New Area:
phase 3: Supporting pipe network project (raw water pipe network and water distribution pipe network).
Phase 4: leak detection equipment and pipe network transformation project.
The current contract includes equipment procurement and installation of phase 3 and Phase 4.
The Instrimpex International Tendering Co., Ltd. entrusted by the Urban Construction and Investment Company (UCIC) of Jiangyuan District, now invites all eligible bidders to participate, and to adopt the form of international competitive process.

Due to the spread of Covid 19 in China, no Pre-Bid meeting will be organized for the project. Interested candidates can go to the project site by themselves.
3. Qualification Requirements for Bidder
(1) Financial Capabilities
a. The Bidder shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the contract’s cash flow requirements estimated as 3.8 million RMB or 0.56 million USD (or an equivalent amount in another currency) for the subject contract(s) net of the Bidder’s other commitments.
In addition, the Bidder shall provide an original bank credit certificate issued within 3 months prior to the tender deadline, with a single bank credit line for an amount of no less than 25 million RMB or 3.70 million USD (or equivalent amount in another currency).
b. The Bidder shall also demonstrate, to the satisfaction of the Employer, that it has adequate sources of finance to meet the cash flow requirements on works currently in progress and for future contract commitments.
c. The audited financial statements of the last 3 years (2019 – 2020 – 2021) shall be submitted and demonstrate the soundness of the Bidder’s past and current financial position, based in particular on the following criteria (if foreign bidder audit period is later than domestic time, it shall provide 2018-2020 same nature information as proof):
--Average earnings before interest, taxes, depreciation, and amortization (EBITDA) for the last three (3) years > 0;
--Total equity (net assets) for the last three (3) years > 25 million RMB or 3.70 million USD or an equivalent.
(2) Average Annual Supplier Turnover
Minimum average annual supplier turnover of 96 million RMB or 14.21 million USD (or equivalent amount in another currency), calculated as total certified payments received for contracts in progress and/or completed within the last 3 years, divided by 3 years.
(3) Experience
a. General Construction Experience: Experience under construction contracts in the role of prime contractor, JV member, subcontractor, or management contractor for at least the last 5 years, starting 1st July 2017.
b. Similar Experience: A minimum number of similar contract in China specified below that have been satisfactorily and substantially completed as Supplier, or joint venture member , between 1st July 2017 and application submission deadline: more than 2 project contracts financed by foreign governments or international financial organizations (Asian Development Bank, World Bank, etc.). At least one contract amount is not less than 3 million euros (or equivalent foreign currency amount).
The bidder shall provide the contract award certificate and copy of the contract for similar projects (original for reference).
c. Specific Experience: Availability at the bid submission date in the Purchaser’s Country of spare parts and after sales services facilities in operation for at least 6 months for the Goods offered in the Bid.

a. Quality certification: Availability of a valid ISO9000 certification or internationally recognized equivalent (equivalency to be demonstrated by Bidder), and applicable to the worksite.
b. The bidder (or JV member) shall have the qualification of grade III or above for General Contracting of Municipal Public Works Construction.
Note： Similar experience is defined as leak detection system or central control system project of water treatment project.
The complexity, methods/technology and/or other characteristics described in Section VII, Schedule of Requirements. Summation of number of small value contracts (less than the value specified under requirement) to meet the overall requirement will not be accepted.
Substantial completion shall be subject to the completion acceptance report under the contract.
For contracts under which the Bidder participated as a joint venture member or sub-contractor, only the Bidder’s share, by value, shall be considered to meet this requirement.
