The National Institute of Agricultural Planning and Projection (“NIAPP") has received a financing from Agence Française de Développement ("AFD"), and intends to use part of the funds thereof for payments under the following project “Study on digital transformation of agricultural sectors in the Mekong Delta for sustainable agricultural development and adaptation to climate change”.
The Services of the consultant shall consist of the following activities:
i. Assess the current state of information technology infrastructure, databases, mechanisms for sharing of information in the agricultural sector in the project areas;
ii. Assess the training needs and capacity of data use of farmers, organizations, businesses and management agencies in the project areas;
iii. Develop a communication plan and organize communication activities on digital transformation of the agricultural sector in the project areas;
iv. Research and develop the overall architectural model of the agricultural information system, including solution for connection platforms, hardware and software equipping;
v. Research, evaluate and propose propose mechanisms and policies for the management, collection and sharing of information/ data in the digital transformation environment;
vi. Assess the feasibility of elements serving agricultural digital transformation.
The consultancy service shall require an estimated input of 129 man-months to mobilize the key experts and shall be implemented in a 18-month duration. The estimated total cost of the service shall not exceed 270,000 EUR (two hundred seventy thousand euros), inclusive of all applicable taxes and fees.
The National Institute of Agricultural Planning and Projection hereby invites Applicants to show their interest in delivering the Services described above.

Eligibility criteria to AFD financing are specified in sub-clause 1.3 of the "Procurement Guidelines for AFD Financed Contracts in Foreign Countries", available online on AFD’s website: http://www.afd.fr.
The Applicant shall submit only one application, either in its own name or as a member of a Joint Venture (JV). If an Applicant (including any JV member) submits or participates in more than one application, those applications shall be all rejected. However, the same Subconsultant may participate in several applications.
If the Applicant is a JV, the expression of interest shall include:
 a copy of the JV Agreement entered into by all members,
or
 a letter of intent to execute a JV Agreement, signed by all members together with a copy of the Agreement proposal,
In the absence of this document, the other members will be considered as Subconsultants.
Experiences and qualifications of Subconsultants are not taken into account in the evaluation of the applications.
Interested Applicants must provide information evidencing that they are qualified and experienced to perform those Services. For that purpose, documented evidence of recent and similar services shall be submitted.
Determination of the similarity of the experiences will be based on:
 The contracts size;
 The nature of the Services [survey and evaluation, detailed technical studies, training and communication, feasibility studies];
 The technical area and expertise [digital transformation, agriculture and irrigation engineering, institution, information structure and security, system analysis and design];
 The location [in the region, in the Client’s country].
Among the submitted applications, The National Institute of Agricultural Planning and Projection will shortlist a maximum of six (6) Applicants, to whom the Request for Proposals to carry out the Services shall be sent.
