Eligibility of Bidders:   -Gender equality with an environmental perspective, preferentially in marine and coastal areas, with at least 10-15 years of relevant professional experience in internationally funded conservation project, and knowledge/experience of Indonesia
-Coastal ecosystem protection and blue carbon finance, with at least 10-15 years of relevant professional experience in coastal and marine ecosystems management with a significant knowledge of blue carbon issues and processes/actors at the international level
-Community livelihoods with at least 10-15 years of relevant professional experience in support to coastal communities in Indonesia.
-International project management with at least 2 significant experiences in donor funded projects studies or management, preferentially from AFD or equivalent
-E&S risks management, knowledge of WB E&S framework and Indonesian E&S regulations, and experience in ESIA/ESMP for conservation projects in Indonesia

Adaptation and mitigation efforts based on blue carbon ecosystems constitute a strategic axis for achieving the Indonesia NDC objective by 2030. To meet this objective, the Ministry of Development Planning/Bappenas has developed a National Blue Carbon Strategic Framework (IBCSF).
Indonesia has a quite advanced policy relating to gender equality and gender balance. However, there is a need to develop gender-sensitive approach to blue carbon ecosystems protection.
AFD and the Government of Indonesia, represented by BAPPENAS therefore consider to develop a project that will support gender equality through protection of blue carbon ecosystems. There are 2 funding scenarios for this project: (i) 50 MEUR and (ii) 100 MEUR of sovereign soft loan, each of them complemented with a grant of around 5 MEUR.
AFD and Bappenas are seeking a highly qualified team combining international and national experts to conduct a detailed assessment and a feasibility study of the envisaged project, which should respect the quality standards set by AFD as well as the Indonesian approval process.
