1. Qingdao Energy Thermal Power Group Third Thermal Co., Ltd has applied for funds from the Agence Française de Développement (the French Development Agency - AFD) towards the financing of the gas steam combined cycle cogeneration project. It is intended that part of the proceeds of these funds will be applied to eligible payments under the contract for the Lot 6 of gas steam combined cycle cogeneration project.
2. Qingdao Energy Thermal Power Group Third Thermal Co., Ltd now invites sealed bids from eligible bidders for the procurement of 110kV main transformer and GIS fully enclosed composite apparatus required by the project (“the Goods”).
3. Interested eligible bidders may obtain further information from and inspect the Bidding Documents at the Room 1506,Genertec Plaza,Fengtai, Beijing,between the October 21, 2022 to October 28, 2022, 9:00 to 11:30 and 13:30 to 16:30 (Beijing time, except holidays). 4. A complete set of Bidding Documents may be purchased by interested bidders on the submission of a written application to the above and upon payment of a non-refundable fee of ¥3,000
5. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the Agence Française de Développement’s Bidding Documents for Procurement of Goods.
6. Bids must be delivered to Meeting Room of CGCI’s Meeting Central, No.405 of 4th floor, Building A, Shouke Plaza, No.14, South Road of Xisanhuan, Fengtai District, Beijing at or before 09:30 a.m. on December 20, 2022, and must be accompanied by a bid security or a bid guarantee statement of 20000 euros.
7. Bids will be opened in public and in the presence of bidders’ representatives who choose to attend at Meeting Room of CGCI’s Meeting Central, No.405 of 4th floor, Building A, Shouke Plaza, No.14, South Road of Xisanhuan, Fengtai District, Beijing at 09:30 a.m. on December 20, 2022.
8. Qualification criteria are as follows:
The Bidder must be an independent legal entity registered according to law. For domestic bidders of China, in the bid documents shall provide the legal person business license annually inspected to be qualified, tax registration certificate, organization code certificate, etc. (or the latest certificate with these three certificates in one). For overseas bidders (excluding overseas branches of domestic companies), in the bid documents shall provide the business license. The Bidder’s registered capital shall not be less than RMB 5 million yuan or the equivalent in foreign currency (the exchange rate shall be calculated based on the date of the announcement).
(1) Financial Capabilities
a. The Bidder shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the contract’s cash flow requirements estimated as 9 million RMB or an equivalent amount in another currency for the subject contract(s) net of the Bidder’s other commitments.
In addition, the Bidder shall provide an original bank credit certificate issued within 3 months prior to the tender deadline, with a single bank credit line for an amount of no less than 7 million RMB or equivalent amount in another currency.
b. The Bidder shall also demonstrate, to the satisfaction of the Employer, that it has adequate sources of finance to meet the cash flow requirements on works currently in progress and for future contract commitments.
c. The audited financial statements of the last 3 years (2019 – 2020 – 2021) shall be submitted and demonstrate the soundness of the Bidder’s past and current financial position, based in particular on the following criteria (if foreign bidder audit period is later than domestic time, it shall provide 2018-2020 same nature information as proof):
--Average earnings before interest, taxes, depreciation, and amortization (EBITDA) for the last three (3) years > 0;
--Total equity (net assets) for the last three (3) years > 7 million RMB or equivalent amount in another currency.
(2) Average Annual Supplier Turnover
Minimum average annual supplier turnover of 28 million RMB or equivalent amount in another currency, calculated as total certified payments received for contracts in progress and/or completed within the last 3 years, divided by 3 years.
(3) Experience
a. General Construction Experience: Experience under construction contracts in the role of prime contractor for at least the last 5 years, starting 1st January 2017.
b. Similar Experience: A minimum number of similar contract in China specified below that have been satisfactorily and substantially completed as Supplier, between 1st January 2017 and application submission deadline: more than 1 project contract financed by foreign governments or international financial organizations.
Note: Similar experience defines as the main transformer or external power line access project of 110 kv booster station.
The complexity, methods/technology and/or other characteristics described in Section VII, Schedule of Requirements. The copy of bid-winning notice, contract, certificate of acceptance should be provided (original for reference), photos of completed projects of a similar project and the contact information of the Project Owner shall be provided in the bid.
c. Specific Experience: Availability at the bid submission date in the Purchaser’s Country of spare parts and after sales services facilities in operation for at least 6 months for the Goods offered in the Bid.
(4) other criteria
a. Quality certification: Availability of a valid ISO9000 certification or internationally recognized equivalent (equivalency to be demonstrated by Bidder), and applicable to the worksite.
b. The Bidder shall submit the original of letter of authorization issued by the Legal Representative and the copy of the ID card of the authorized person (the copy of the ID card of the authorized person shall be checked before bid opening).

Joint Venture is not allowed.
