Extension of Water Resources for Faisalabad City, Phase II
Establishment of New Surface Water Treatment Plant and Extension of Existing Surface Water Treatment Plant through Design, Build and Operate Contract
The Water & Sanitation Agency Faisalabad, Pakistan has received funds from Agence Française de Développement ("AFD") and the Government of Punjab, Pakistan toward the cost of the Extension of
Water Resources for Faisalabad City, Phase II and intends to apply part of the funds to payments
under the contract for the Works to be executed under Design, Build and Operate Contract for which
this invitation is issued. The Employer intends to initially select a maximum of 5 firms for development
of new water production resources through establishment of new Water Treatment Plant, extension of
existing Water Treatment Plant and reduction in non-revenue water & improvement in services
delivery through Design, Build and Operate mode.
Specific components of the Works will include:
New Water Treatment Plant shall be 25 MGD (113,652 m3/day) which include components such as:
 Intake structure on Canal
 Pre-settling facility and pumping station
 Raw water storage
 Water treatment plant
5 MGD (22,730 m3/day) extension to the existing 10 MGD Water Treatment Plant which include
following components:
 Additional trains providing conventional treatment
 Pre-settling tanks
 Additional sludge drying beds
 Equipment necessary to be installed in the existing facilities to accommodate the extension
Non-Revenue Water (NRW) reduction program include components;
 Establishment of one pilot zone with connections ranging from 6,000 to 9,000
 Installation of bulk meters and customer meters
 Installation of SCADA system
 Leak detection and piloting the concept of 24/7 service
It is expected that invitations for bid will be made in July,2023.
Interested eligible Applicants may obtain further information from address mentioned below during
office hours*. A complete set of the Initial Selection Documents (ISD) in English langauge is available
at website( http://wasafaisalabad.gop.pk/Home/Downloads in Other Documents sub-tab) for
information. For participation in the initial selection process, the interested Applicants must purchase
the complete set of the Initial Selection Documents (a) on the submission of a written application to
the address below and (b) upon payment of a nonrefundable fee of 10,000 PKR. The method of
payment will be through Bank Challan, available at Project Director office mentioned below.The interested Applicant may purchase the ISD electronically by submitting a written application at
below email address along with a proof of payment of aforementioned non-refundable fee in the
account mentioned below. Subsequent to the receipt of written application and payment evidence, the
ISD document shall be emailed at the address provided in the written application. The Employer shall
not be responsible for delay in delivery or non-receipt of ISD document by the interested Applicants.
The Applicants shall inform the Employer if the ISD documents are not received by the Applicants
within 2 working days after submission of written application and evidence of payment. ISD can be
obtained electronically 7 days prior to the deadline for the submission of applications.

Applications for initial selection should be submitted in clearly marked envelopes and delivered
(physically) to the address below by 1200 hrs PST on 2nd May,2023. Late application shall be rejected.
