Invitation for Bids (IFB)

1. The Government of People’s Republic of China has applied for the loan from Agence Française de Développement ("AFD"), toward the cost of Dong Lake & Yongcheng Lake Wetland Restoration Project of Fengxiang District, Baoji City, Shaanxi Province (Protection and Development of the Archaeological and Natural Site) and it intends to apply part of the proceeds of this loan to payments under the Contract for Lot 05: Museum complex EPC (preliminary design + construction drawing design + construction + procurement) (Rebidding).
2. CITIC International Tendering Co., Ltd. (as the Procurement Agent), entrusted by Fengxiang District Forestry Bureau of Baoji City (as the Employer), now invites sealed bids from all eligible and qualified bidders for the works, goods and related services to be procured.
3. Bidding will be conducted through International Procurement Competition (IPC) and is open to all eligible Bidders as defined in ITB 4.
4. Interested eligible bidders may obtain further information, inspect and purchase the Bidding Documents at the address given below at 9:00 a.m.-11:30 a.m. and 13:30 p.m.-17:00 p.m. (Beijing Time) from March 21, 2023 to the bid submission deadline on May 17, 2023 (weekends and holidays excluded).
5. The attention of prospective Bidders is drawn to the eligibility and conflict of interest provisions under ITB 4 of the Bidding Documents. All Bidders found to have a conflict of interest shall be disqualified.
6. The bidder must meet the following qualifications requirements. Additional details are provided in the Bidding Documents:
Qualifications Requirements
Size of Operation: According to the past three years (2019-2021), the minimum annual construction turnover calculated from the verified payment received for the construction in progress or completed works is 27 million euros or 180 million RMB.
Contractual Experience: (1) In recent 10 years (from 1st January, 2013 to the bid submission deadline), the bidder as the general contractor or a member of JV has completed two (2) EPC contracts (subject to the signing date of the contract completion acceptance report), and the amount of each contract should not be less than RMB 200 million or equivalent euros.
(2) In recent 10 years (from 1st January, 2013 to the bid submission deadline), other contracts completed or being implemented by the bidder as general contractor or member of JV shall include at least the following key works:
① At least two (2) contracts of museum design, one of which must cover the building area of more than 20,000 square meters;
② Two (2) contracts of museum engineering, and the building area of each museum must be more than 5,000 square meters.
Cash Flow Capacity: The bidder's financial resources (such as liquid capital, unsecured assets, line of credit and other financing sources, but excluding contract advance payment) must be sufficient to meet the cash flow requirements of the project, which is 4.7 million euros or RMB 32 million.
Qualification Requirements: (1) Construction general contracting enterprise special grade issued by the competent administrative department of construction, or both special grade of general contracting for construction engineering and special grade qualification for general contracting of municipal public works;
(2) ① Comprehensive design qualification; or
②at the same time possess qualification for construction industry design Class I and qualification for professional landscape architecture engineering design Class I; or
③at the same time possess qualification for construction industry (construction project) design Class I and qualification for professional landscape architecture engineering design Class I.
Litigation History: All pending litigation shall in total not represent more than one hundred percent (100%) of the Applicant’s net worth and shall be treated as resolved against the Bidder.
7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee RMB 6,000. The English version of the bidding documents shall prevail and the Chinese version is for reference only. The method of payment will be cash or direct deposit to the following account (Account Name: CITIC International Tendering Co., Ltd.; Bank Name: China CITIC Bank, Beijing Sanyuanqiao Sub-branch; Account No.: 8110701013102383606). The Bidding Documents will be sent by courier. The Employer and the Procurement Agent will assume no responsibility for any loss or late delivery of the mailed bidding documents.
8. Bids must be delivered to the address below at or before 10:00 a.m., May 17, 2023 (Beijing Time). Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below. The Bid Opening time is 10:00 a.m., May 17, 2023 (Beijing Time). All bids must be accompanied by a bid security of RMB 2,350,000.00.

Project Background
Fengxiang is a district located in the west of Shaanxi Province, administered by Baoji City. It is one of the first provincial famous historical and cultural cities in Shaanxi province. Fengxiang, called “Yong” in ancient times, was the birth land of State of Qin and is an important post on the "ancient silk road". Fengxiang benefits from its long history and rich culture. As the birthplace of pre-Qin culture, there are a large number of archaeological sites such as Yongcheng City Site, Qingong Cemetery Site, Xuechi Site (a sacrificial site) etc.
The economy of Fengxiang relies mainly on coal chemical industry, electric power energy, smelting chemical industry, liquor brewing and cement building materials. Switching to a new development model not only based on industry or agriculture but also developing added-value based on cultural and natural heritage through tourism could be an opportunity for Fengxiang.
The project is located in the southeast of Fengxiang County. The heritage component of the project is the Qin Yongcheng Site, cradle of the Qin Dynasty, which should carry the identity of the project. The Yongcheng Site includes not only the ancient city itself, which extend about 15 km2 to the southern margins of the present city, but also its funerary spaces including the remarkable royal tombs Site, about 5 km to the southwest. Furthermore, the Xuechi Site located on the mountainous area about 21 km in the northwest of Fengxiang is also integrated in the project.
Another feature of the project is the importance of water. Yongcheng was developed at the confluence of several rivers that served as a fortification. In the 1970s, an artificial lake, now known as Yongcheng Lake, was built in the southeast of the ancient city of Yongcheng for agricultural irrigation and flood control. Therefore, the protection and the restoration of the wetlands and the improvement of the public space quality are another main issue of the project.
The project of “Dong Lake & Yongcheng Lake Wetland Restoration Project of Fengxiang District, Baoji City, Shaanxi Province (Protection and Development of the Archaeological and Natural Site) ” aims to tackle these challenges. It aims to develop Fengxiang county territorial attractiveness based on its cultural and natural heritage, with the following specific objectives:
- Protect and highlight Fengxiang archaeological heritage.
- Create resilient public spaces and ensure a reasonable urban development.
- Improve the territory resilience by ensuring the wetland biodiversity preservation around the Yongcheng Lake.
- Promote a local economic development and a livelihood improvement for the local communities.
- Contribute to the tourism development of the territory of Fengxiang district.
The project contains 3 components:
• Component 1: Archaeological Sites protection and promotion (including the creation of a museum complex and a archaeological center, and the opening of archaeological sites to visitors)
• Component 2: River ecosystem preservation and resilient public space development (including the creation of a 16 km long greenway and related public space around the lake)
• Component 3: Capacity building and technical support for a long-term site management
