The Agricultural and Rural Training Support Project (PAFAR) in Angola will revitalize the agricultural training system at secondary school level, covering the 12 Agricultural Technical Institutes (ITA) that exist in the country.

General objectives:

• Contribute to the sustainable development of agricultural production and sectors and to the adoption of agricultural practices that respect the environment;
• Contribute to reducing food insecurity and poverty in rural areas;
• Support the empowerment of women in rural areas and reduce inequalities between women and men;
• Develop youth employability in the agricultural sector.


Specific objective:

Initiate a reform of agricultural training in the technical and professional secondary education subsystem, in order to respond to the skills needs and political guidelines of the agricultural sector.

The project will be implemented through 3 components:
• Component 1: Ensure a better match between technical and professional training courses and the needs and skills needed by those working in the agricultural sector.
• Component 2: Reinforce the integration of ITAs in their territory and improve the governance of the agricultural and rural training system at its different levels.
• Component 3: Provide the ITA with the infrastructure that allows them to teach in good conditions, and ensure the sustainability of their assets.

Component 3 is justified by the fact that many of the infrastructures need rehabilitation and/or completion. Although some were built less than 15 years ago, the almost total lack of maintenance has accelerated their deterioration and require rehabilitation works to maintain their normal functioning. With rehabilitation services the following results are expected:

• The infrastructure is rehabilitated and equipped to ensure good teaching and safety conditions;
• Infrastructure and services (canteen, boarding school, sports and cultural facilities, sanitation and waste management, etc.) necessary for decent school life conditions are functional;
• The ITAs' production fields are legally consolidated and equipped both for practical teaching and for the production of their own resources.

Before starting the rehabilitation phase, it is expected:
• Conclude the technical and economic study (started during the feasibility study) of the needs, in terms of rehabilitation or new construction, of the training infrastructure (classrooms, laboratories, workshops, production fields), reception (boarding school and cafeteria) and administrative services;
• Conduct a detailed technical study to determine the most suitable technical and financial options. Potential ecological impacts and recommended measures will also be analyzed and, if necessary, additional compensation measures applied;
• Carry out a technical and economic study of the needs for auxiliary equipment (sanitary installations, electrical installations, water supply, effluent and waste treatment);
• Ensure that investments and works are carried out in good quality conditions and within the deadline; this will require external service providers specialized in supervising works;
• Evaluate the financial and human needs for maintaining the investments made.
