Original Text

The Ministry of Energy and Petroleum has received financing from Agence Française de Développement (“AFD”), and intends to use part of the funds thereof for payments under the following project: Technical Assistance for Updating the Power Generation and Transmission Master Plan.
The Consulting Services (“the services”) shall consist of :1) Updating the 2015-2035 long-term Power Generation and Transmission Master Plan to cover the period 2024-2044 using universally accepted planning tools; 2) Assess the need for electricity storage capacity, compare the possibilities available, identify the challenges and scope of the different aspects to be covered to support the implementation of suitable storage projects (e.g. regulatory, pricing methodology etc); 3) Updating the 2022-2027 medium-term plan to cover the period 2025-2030 using universally accepted tools; 4) Reviewing the proposed intermittent renewable energy technology projects and recommending an implementation plan for their optimal integration to the power system including the requisite ancillary services and cost implications thereof; 5) Carrying out optimization studies for operation of hydropower systems, geothermal and variable renewable energy sources to maximize clean energy output; 6) Undertaking comprehensive capacity building for the power sector planning staff, to support the process. Along with the long-term Power Generation and Transmission Master Plan, the services of the consultant shall also consist of analyzing jobs and skills developments to be foreseen for the energy sector, to ensure just and timely implementation of the Master Plan.
The estimated budget for this assignment is expected to be not more than One Million, Five hundred thousand Euros Only (€1,500,000).
