Eligibility of Bidders:   *Minimum average annual construction turnover EUR 180,000,000.00 (One Hundred Eighty Million Euros) equivalent
*A Participant must demonstrate access to, or availability of financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet:
(i) the overall cash flow requirements for this contract taking into account its current commitments and pending awards for the entire duration of the contract; and
(ii) the estimated cash-flow requirements for 5 months: EUR 50,000,000.00 (Fifty Million Euros) equivalent
*General experience: Experience as a contractor (in any role), in the execution of at least 1 (one) contract, each with a value of works, implemented by the Participant, at least EUR 250,000,000.00 (Two Hundred Fifty Million Euros) equivalent, that have been successfully or substantially (over physically 80%) completed and that are similar to the proposed contract.

Similar Contract: Railway systems (HSR, Railway, LRT, Tramline and Metro) (completing civil works and electrification works and signaling works as a whole) shall be considered as similar works.
*Management Experience: For the above similar or other contracts, experience as a main contractor (the lead partner in JVCA) in the execution at least 1 (one) contract, each with a value of at least EUR 250,000,000.00 (Two Hundred Fifty Million Euros), that have been successfully and substantially (over physically 80%) completed.
*Specific Experience: For the above similar experience or other contracts, experience in execution the following specific activities and works:
Experience as a contractor, in the execution of contracts including at least 2 (two) km of NATM tunnel construction works (with several contracts is permissible) and at least 5 (Five) km of TBM tunnel construction works with maximum two contracts, that have been successfully or substantially (over physically 80%) completed.
*ESHS Experience: Experience as a contractor (in any role), in the execution of at least 1 (one) contract, where key ESHS measures were carried out, or are on progress, satisfactorily and in compliance with international standards.

The similarity shall be based on the nature, complexity, methods/technology used or other key characteristics of the Contract, as described in Section VI, Requirements.
*Availability of a valid ISO certification or internationally recognized equivalent (equivalency to be demonstrated by Participant), such as Environmental management certificate ISO 14001; and Health and safety certificate ISO 45001:2018.

In absence of the above certificates, availability of in house policies and procedures for ESHS management.
*Availability of a valid ISO certification or internationally recognized equivalent (equivalency to be demonstrated by Participant), such as Quality management certificate ISO 9001.
In absence of the above certificates, Participant needs to demonstrate the availability of in house policies and procedures for QM.
*Contractor's Equipment: 2 TBMs required. TBMs shall not be more than 5 years of old and shall not exceed 5000 running hours.

The above named client intends to use part of the proceeds of a loan from/grant administered by the European Bank for Reconstruction and Development (the Bank) towards the cost of the above named contract(s).
