CONSULTING SERVICES
Request for Expressions of Interest

The State Committee for Veterinary and Livestock Development has received a financing from Agence Française de Développement ("AFD") for the “Inclusive and climate investments financing in the livestock sector of Uzbekistan” project, and intends to use part of the funds thereof for payments under the following task: “Hiring an international consultant to support the development of the veterinary services of the Republic of Uzbekistan”.
The main goal of the project is to improve the living standards of the rural population, by creating new jobs and increasing incomes in the livestock sector. The project is being implemented in all regions (13) of the Republic of Uzbekistan, including the Republic of Karakalpakstan, spanning from 2022 to 2026. The project aims a contribution to the three tasks for the livestock sector development: strategic and investment program, public services and the environment for livestock sector investments:
• Component 1. Capital investment - will support investment program for the livestock sector;
• Component 2: Empowerment - will strengthen the financial capacity of livestock sector;
• Component 3. Institutional development and project management - is aimed to development of extension services and Veterinary services as well as to project coordination.
In order to perform the tasks of the project’s Subcomponent 3.3: Development of extension services and Veterinary services the Project Implementation Unit (PIU) is going to hire an international consultant to support the development of the veterinary services of the Republic of Uzbekistan.

Eligibility criteria to AFD financing are specified in sub-clause 1.3 of the "Procurement Guidelines for AFD Financed Contracts in Foreign Countries", available online on AFD’s website: http://www.afd.fr.
Interested Applicants will be requested to provide information evidencing that they are qualified and experienced to perform those Services. For that purpose, documented evidence of recent and similar services shall be submitted.
The purpose of this assignment is to provide on a continuous way consulting services to the Committee for Veterinary and Livestock Development (CVLD) of the Republic of Uzbekistan on the implementation of programs on development of the Veterinary Services to meet targets, pointed for “Priority Development Area 3: Delivery of improved animal health and veterinary services” of the Uzbekistan Livestock Development program 2022-2026.
In cooperation with the staff of the State Veterinary Committee, the Consultant will perform the following specific tasks:
Carry out a deep revision of existing programs on zoonoses and formulate a list of necessary state programs for their further development by the veterinary service.
• Preparation of Contingency Plan for FMD and train the relevant staff of veterinary services on its implementation;
• Drafting emergency plan for FMD in Uzbekistan
• Drafting emergency plan for Avian Influenza in Uzbekistan
• Laboratory management information system (LIMS): analysis of the current state of existing facilities and knowledge of laboratory personnel, as well as planning and developing measures to obtain and maintain national and international accreditation (6 regional reference laboratories).
• Estimation of the cost of the necessary resources for the implementation of an interlaboratory information management system and drawing up the development of a specification for the necessary software and hardware for procurement, as well as a training program.
• Planning and overseeing the LIMS training program for trainers, coordinating the development of training materials and deliverables to ensure proper operation and maintenance of the LIMS.
• Development of recommendations for the Department of Animal Identification of the CVLD on the effective implementation of the animal identification and tracking system in Uzbekistan (with cattle as a target species) according to official WOAH standards in the Terrestrial Animal Health Code (section 4.1 which defines general principles, and section 4.2 which provides general guidance on the design and implementation of systems);
• Providing technical assistance for the most effective solution of structural and legislative problems of the Veterinary Service that impede the acceleration of development (following the ongoing development of Epidemiology and Risk Analysis divisions inside the Animal Health Department);
• Implementation of priority areas for the development of the veterinary service of the Republic of Uzbekistan: development and discussion with the staff of the CWRC of the list of necessary equipment for veterinary services and technologies for laboratory system;
• Development of a specification for the necessary equipment for veterinary services and technologies for laboratory systems for tender procedures.
Consultant should meet the following qualification requirements:
1. University degree in Veterinary Medicine, DVM;
2. Minimum of 15 years of professional experience in developing and implementing Animal Disease Control programs and / or Veterinary Regulatory services of which 5 years spent in developing countries;
3. Minimum 10-year experience as a Head of government regional veterinary laboratories; experience as Head of a world reference laboratory appointed by OIE for minimum of 5 years;
4. Experience in the design and application of Veterinary Service development strategies in developing countries;
5. Experience as a consultant for the state veterinary services of Uzbekistan;
Consultants will be selected in accordance with the procedures for Individual Consultant (IC) set out in the "Procurement Guidelines for AFD Financed Contracts in Foreign Countries" (sub-clause 1.3), available online on AFD’s website: http://www.afd.fr.
The shortlist should be limited to six (6) consultants, as specified in the "Procurement Guidelines for AFD-Financed Contracts in Foreign Countries" in paragraph 2.3.1 Request for Expressions of Interest.
The Expressions of Interest and the CV must be submitted to the address below no later than August 14th, 2023, 16-00 Tashkent time.
Interested Consultants may obtain further information from Mr. Otabek Khidirov at the address below from 10:00 to 18:00 hours (Tashkent time) Monday through Friday. Expressions of interest should be delivered to the same address by August 14th, 2023, 16-00 Tashkent time.
