Invitation for Bids

PROJECT NAME: CONSTRUCTION OF DAR ES SALAAM BUS RAPID TRANSIT (BRT) INFRASTRUCTURE - PHASE 5, PACKAGE B, LOT 3: BUILDINGS – TEMEKE DEPOT, TABATA BARAKUDA (SIGARA) DEPOT, NATIONAL STADIUM DEPOT, TERMINALS AND FEEDER STATIONS, TENDER NO. AE/001/2022-2023/HQ/W/64.
1. The Government of the United Republic of Tanzania has received funds from Agence Française de Développement ("AFD") towards the cost of Construction of Dar es Salaam Bus Rapid Transit (BRT) System Project – Phase 5. It is intended that part of the proceeds of these funds will be applied to eligible payments under the Contract for Construction of Dar es Salaam Bus Rapid Transit (BRT) Infrastructure - Phase 5, Package B, Lot 3: Buildings – Temeke Depot, Tabata Barakuda (Sigara) Depot, National Stadium Depot, Terminals and Feeder Stations, Tender No. AE/001/2022-2023/HQ/W/64.
2. The Tanzania National Roads Agency (TANROADS) an agency of the Ministry of Works and Transport hereinafter referred to as "the Employer" now invites sealed Bids from eligible Bidders for Construction of Dar es Salaam Bus Rapid Transit (BRT) Infrastructure - Phase 5, Package B, Lot 3: Buildings – Temeke Depot, Tabata Barakuda (Sigara) Depot, National Stadium Depot, Terminals and Feeder Stations, Tender No. AE/001/2022-2023/HQ/W/64.

3. The Works consist of construction and completion of Buildings – Temeke Depot, Tabata Barakuda (Sigara) Depot, National Stadium Depot, Terminals and Feeder Stations. The estimated major quantities of works are as follows: -

4. 5. A complete set of Bidding documents (and additional copies) may be purchased by interested Bidders at the above office, on submission of a written application to the address given above and upon payment of a non-refundable fee of TZS 500,000.00 (Tanzania Shillings Five Hundred Thousands Only) or its equivalent in freely convertible currency. The method of payment will be through the Control Number to be provided by TANROADS. Please request a control number through mail address: theodora.mpesha@tanroads.go.tz copied to pmu@tanroads.go.tz after getting the control number, follow procedures outlines in this link https://epay.gepg.go.tz/ to make payment and follow up your receipt via emails provided or direct deposit or telegraphic transfer to the TANROADS bank account. 6. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of AFD's Standard Bidding Documents: Procurement of Works.
7. Bids must be delivered to the above office on or before 10:00 hours local time on 27th October 2023 and must be accompanied by Bid Security of Tanzania Shillings Five Heundred Millions (TZS 500,000,000) or an equivalent amount in a freely-convertible currency. The Bid Security shall be clearly addressed to the Chief Executive, TANROADS, P. O. Box 11364, Dar es Salaam. The Bid Security shall be valid for twenty-eight (28) days beyond the bid validity period, i.e. 148 days after the bids submission deadline.
8. Bids will be opened in public in the TANROADS Conference Room, 2nd Floor, TANROADS Headquarters, 10 Shaaban Robert Road/Garden Avenue Junction, Dar es Salaam, immediately after submission deadline and in the presence of Bidders’ representatives who choose to attend.
9. Bidders should note that to qualify for award of the contract, they are required to meet certain minimum qualifying criteria which includes: -

(i) Experience as Prime Contractor, they should have successfully completed at least two (2) projects of similar nature and complexity within the last ten (10) years, each with a minimum value of US$ 15 million or its equivalent in a freely convertible currency.
(ii) Average Annual Turnover of at least US$ 30 million or its equivalent in a freely convertible currency, in the past 5 years (2018 – 2022).
(iii) Minimum amount of liquid assets and/or credit facilities net of other contractual commitments of US$ 3 million or its equivalent in a freely convertible currency.
10. A combined site visit and pre-bid meeting will be held on 18th September 2023, at 10:00 hours local time at the offices of the TANROADS Regional Manager’s Office, Dar es Salaam Region. The visit will commence at the TANROADS Dar es Salaam Regional Manager’s Office.
11. Electronic Bidding will not be permitted and Late Bids will be rejected
