Invitation for Qualifying Consulting Firms of
El Gabal El Asfar WASTEWATER TREATMENT PLANT (Stage III) Project
The Arab Republic of Egypt has received a fund from the African Development Bank (“AFDB”), the Agence Française de Développement ("AFD"), and the European Union (“EU”) towards the finance of El Gabal EL Asfar Wastewater Treatment Plant Project (Stage III) with a capacity of One million m3/d, and intends to use part of these funds thereof for payments under the following project: Consulting Services for Design Review and Construction Supervision of El Gabal El Asfar Wastewater Treatment Project (Stage III).
The consultancy services included under this project are:
Optional task (depending on the progress of the tender evaluation):
Review of the bidding documents depending on the progress of tender publication and assistance to tendering process to the Employer (CAPW), which includes, but is not limited to, providing responses to the contractors’ requested clarifications, attending ROC meeting, as well as participating in the planned site visits for GAWWTP in addition to technical and financial evaluation , negotiation till contract award.
Main Tasks:
1) Design review of the contractor’ WWTP designs, including the conceptual design during tender evaluation, and detailed design,
2) Project management and reporting,
3) Technical support,
4) Construction supervision needed for the project implementation until completion and start-up,
5) Supervision and reporting on the implementation of the environmental and social management plan (ESMP), in compliance to EU, AfDB and AFD pertained E&S safeguards and regulations,
6) Supervise and ensure a proper implementation of the environmental and social safeguards (ESS) during construction and operation phases in compliance to local, EU, AfDB and AFD pertained E&S safeguards and regulations,
7) Supervision of operation and maintenance services for 2 years during DNP,
8) Administration of the construction D&B contracts.
9) Design & supervision of the Communication & Visibility (C&V) activities for the project.
The Construction Authority of Potable Water and Wastewater (CAPW) now invites consultancy firms to express their interest in providing these services.
The notice for Expression of interest for this Consultancy service will be published on OJUE, DG Markets, and AFDB website (www.afdb.org).
