The Government of Mozambique received funding from the European Union (EU) to cover the implementation of the Rehabilitation Project of the Wastewater Treatment Plant and Sanitation Network in the City of Beira and intends to apply part of the resources to cover eligible payments in terms of the Consultancy Contract for Work Supervision and Technical Assistance.
2. The scope of the consultancy services (“the Services”) includes two components, namely: (i) supervision of the rehabilitation works of the sanitation system in the city of Beira; and (ii) technical assistance and institutional training for the Beira Autonomous Sanitation Services (SASB) and AIAS, IP. The duration of the services is eighteen (18) months plus a warranty period for correction of twelve (12) months, totaling 30 months.

3. The Water and Sanitation Infrastructure Administration, Public Institute (AIAS, IP), invites eligible consultancy companies (“Consultants”) to express their interest in providing the Services. Interested Consultants must provide information demonstrating that they have the qualifications and experience required to perform the services (technical and management capacity of the company including the structure of the organization, general qualifications and number of key employees; description of similar services, experience in similar conditions, etc.).
The short list selection criteria are:
(i) Main area of activity in engineering consultancy services;
(ii) Relevant experience, which must specifically include the following:
• Experience in preparing detailed engineering projects, supervising construction works and contract management for works and sewage networks, including wastewater treatment plants, based on FIDIC contractual conditions;
• Experience in detailed projects for sewage networks and wastewater treatment plants;
• Experience in the Sub-Saharan Africa region will be an advantage.
NOTE: Key experts will not be evaluated at this stage.
4. The attention of interested Consultants is drawn to chapter 2, paragraph 2.5.4, paragraphs 2.5.4.1 to 2.5.4.4 of the Practical Guide on “Public contracts and subsidies within the scope of the European Union's external actions - Practical Guide Applicable from of 15 July 2019” on “Awarding of contracts and grants for the European Union's external actions”, which establishes the European Union's policy on conflicts of interest.
5. Consultants may associate with other companies to improve their qualifications, however they must clearly indicate whether the association takes the form of a Joint Venture and/or sub-consultancy. In the case of a Joint Venture, all partners will be jointly responsible for the entire contract, if selected.
6. The Consultant will be selected according to Quality and Price, as established in the Procurement Guidelines for Contracts Financed by AFD in foreign Countries.
