Eligibility of Bidders:   Interested Applicants must provide information evidencing that they are qualified and experienced to perform those Services. For that purpose, documented evidence of recent and similar services shall be submitted.
Determination of the similarity of the experiences will be based on:
 The contracts size;
 The nature of the Services feasibility studies, master plan, detailed technical studies, basic design documents for design and build construction, and work supervision
 The technical area and expertise fishing ports (preferred) and/or general ports;
 The location in Indonesia and/or the South East Asia region.
The Client will also take into account for the evaluation of the applications the following items:
 Skills and availability of in-house technical back-up experts provided to the on-site experts;
 Local representatives/partners;
 Quality assurance procedures and certifications of the Applicant ISO ISO 9001:2015, 14001:2015 dan 45001:2018 or environmental and social certification.

The Ministry of Marine Affairs and Fisheries Indonesia has received a financing from Agence Française de Développement ("AFD"), and intends to use part of the funds thereof for payments under the following project Outer Ring Fishing Ports Development Projects (Ecofishing Ports).
The Ecofishing Ports project will upgrade upgrade four Indonesian fishing ports namely Bitung, Kendari, Belawan and Cilacap for improved performance and sustainability in line with international standards.More specifically, the project aims, for each fishing port, to: i) improve ports’ efficiency, attractiveness and governance; ii) improve the sanitary quality, traceability and added value of fishery products; and iii) manage the environmental and climatic impacts and challenges. The project is structured in 3 main components. Component 1 - Redevelopment and organization of the port area and its functions. This involves first of all designing and carrying out the works necessary to rationalize the operation of the port in line with the various activities present. Component 2 - Implementation of the sustainability approach for fishing ports and fisheries. In parallel and in support of the work carried out in component 1, several activities will be implemented in each port and at the central level of MMAF. Component 3 - Strengthening institutional and technical capacities of KKP at central and port level, and project management. The effective implementation of the project in the four ports and, beyond that, the application of the concept of ecoports on a national scale, requires cross-cutting institutional support both at the central level and at the level of the fishing ports.
The Services of the consultant shall consist of basic design documents for design and build construction and supervision of design and build construction at 4 Ecofishing Port locations: Bitung, Kendari, Belawan, and Cilacap. CMC service will be responsible in the design phase and the supervision of design and build contract. In summary the purpose of CMC service are i) to carry out basic design documents for construction tender, preparation of tender documents, assistance in tender procedures, and supervision of construction works; ii) to supervise and monitor construction activities on site to ensure that the construction of port facilities is carried out timely and in accordance with the agreed quality standards and target volume (i.e. agreed specifications) as stated in the project plan; iii) to ensure transparency and compliance with applicable procedures and guidelines in the award of contracts for construction, design, and supervision services, and to manage project budgeting in committed costs; iv) to provide technical support to the Ministry of Marine Affairs and Fisheries Project Management in the planning, management, and procurement of construction to follow AFD procurement procedures and Indonesian Government regulations. Managing civil work activities related to existing activities is also part of the construction planning and management technical support provided by CMC; v) to ensure the infrastructure development is completed on time within a certain period of AFD financing assistance.
