For

UPGRADING OF NYIKONGA – KASHELO SECTION (10.48KM), KASHELO – ILOLANGULU SECTION (15.00KM) AND USHIROMBO (KILIMAHEWA) – NANDA SECTION (15.57KM) TO BITUMEN STANDARS IN GEITA REGION UNDER DESIGN AND BUILD MODE OF CONTRACT, TENDER NO. AE/001/2023-24/HQ/W/11

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in the United Nations Development Business (UNDB) No. WB-P890351-12/21 of 14th December, 2021.
2. The Government of the United Republic of Tanzania has received financing from the World Bank toward the cost of the Roads to Inclusion and Socioeconomic Opportunities (RISE) Project and intends to apply part of the proceeds toward payments under the contract for Upgrading of Nyikonga – Kashelo section (10.48km), Kashelo – Ilolangulu Section (15.00km) and Ushirombo (Kilimahewa) – Nanda section (15.57km) to Bitumen Standars in Geita Region under Design and Build Mode of Contract, Tender No. AE/001/2023-24/HQ/W/11.
3. Tanzania National Roads Agency (TANROADS) intends to initially select Applicants for Upgrading of Nyikonga – Kashelo section (10.48km), Kashelo – Ilolangulu Section (15.00km) and Ushirombo (Kilimahewa) – Nanda section (15.57km) to Bitumen Standars in Geita Region under Design and Build Mode of Contract, Tender No. AE/001/2023-24/HQ/W/11. The Works consist of carrying out detailed engineering design and upgrading of the existing gravel surfaced road to bitumen standard (50mm Asphalt Concrete wearing course (SP 12.5)).
4. It is expected that the Request for Proposals will be made in February, 2024. The contract implementation is expected to be in 24 months and Defects Notification Period of 36 months will apply.

5. Initial Selection will be conducted through the procedures as specified in the World Bank's the Procurement Regulations for IPF Borrowers, Procurement in Investment Project Financing, Goods, Works, Non-Consulting and Consulting Services July, 2016 revised November, 2017 and August, 2018, Fifth Edition, September 2023 ("Procurement Regulations"), and is open to all eligible Applicants as defined in the Procurement Regulations.
6. Interested eligible Applicants may obtain further information from the Tanzania National Roads Agency (TANROADS) at the address below during office hours between 08:00 a.m. and 04:30 p.m. from Monday to Friday inclusive, except on public holidays.
7. A complete set of Initial Selection documents in English may be purchased by interested Applicants on the submission of a written application to the address below and upon payment of a nonrefundable fee of TZS 200,000 (Tanzania Shillings Two Hundred Thousand Only) or its equivalent in freely convertible currency. The method of payment will be through the Control Number to be provided by TANROADS. Please request a control number through mail address: theodora.mpesha@tanroads.go.tz copied to pmu@tanroads.go.tz after getting the control number, follow procedures outlines in this link https://epay.gepg.go.tz/ to make payment and follow up your receipt via emails provided or telegraphic transfer to the TANROADS bank account. For Applicants want to pay though the Bank, details of the Bank Account will be made available to bidders upon request to the Secretary. 8. Please note that the Initial Selection Documents are being provided in hard copies. However, only for the convenience of Applicants, in filling the various Forms, a soft copy is also being given along with the hard copy. Applicants should note that in case of any difference between the hard and the soft copy, the one in hard copy will prevail.
9. Applications for Initial Selection should be submitted in clearly marked envelopes and delivered to the address below by 10:00 hrs on 22nd December, 2023. Applicants may either submit their Applications by mail or by hand as provided under ITA 17.1. Late applications may be rejected. Applications must be submitted in one (1) original and three (3) copies and the outer envelope of the Application must be clearly marked “Application for Initial Selection for Upgrading of Nyikonga – Kashelo section (10.48km), Kashelo – Ilolangulu Section (15.00km) and Ushirombo (Kilimahewa) – Nanda section (15.57km) to Bitumen Standars in Geita Region under Design and Build Mode of Contract, Tender No. AE/001/2023-24/HQ/W/11”.
