1. The Institut Européen de Coopération et Développement in Liberia or IECD Liberia (hereinafter called “Purchaser”) has received financing (hereinafter called “the funds”) from the Agence Française de Développement (AFD) toward the cost of the STRIVE Project. The Purchaser intends to apply a portion of the funds to eligible payments under the contract for which this Request for Proposals is issued.

2. IECD Liberia now invites proposals from suppliers to provide the following goods (Masonry Equipment and tools) which will be supplied and delivered to IECD in Liberia (Monrovia, Kakata and Buchanan): More details on the Goods and Services are provided in the Terms of Reference (TOR).

3. A Supplier shall be elected under the selection method based on the least cost of the good. The supplier’s technical qualification, the bid compliance and the prices shall be critical criteria in the selection.

4. This Request for Proposals includes the following documents:
 This Letter of Invitation.
 The standard submission forms.
 The Schedule of requirements.
 The evaluation criteria.
 The instruction to bidders.


5. Your proposal shall comprise the document listed in the instructions to bidders in one sealed envelope, and must be received at the following address:
