Eligibility of Bidders:   Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. REQUEST FOR EXPRESSION OF INTEREST

Contract Number: 4.27/PAFAR/2023

1. The Government of the Republic of Angola (GOA), through the Ministry of Finance (MinFin) as a borrower has signed a Financing Agreement with the French Agency for Development (AFD) for a loan for implementation by the Ministry of Education (Med) for the Agricultural and Rural Training Support Project - PAFAR, under the Financing Agreement Number CAO-1033.

2. The Government of Angola (GOA) intends to apply part of the funds for payments of Consulting Services, related to the Financial Audit, Internal Control System, Procurement of the Project for the Project Implementation Unit – UIP in order to ensure annual audit of all accounts statements of the Project Implementation Unit and to verify that all funds made available to the project are being used as specified in the Agreement, as well as the existence of registration of all documents from different activities.

3. This Public Tender is after the General Tender Notice for this Project, published in the AFD platform DG market, on 03 /01/2023.

4. The consulting services (“the Services), in fact, include audit of PAFAR financial statements related to five (5) calendar years (November 21st 2022 to April 30th 2028).

5. The external audit firm will be contracted to issue an opinion on the financial reports of the Agricultural and Rural Training Support Project from November 21, 2022 (project start date) to 31 December 2023, the financial years ending on that date, as set out in the Project Financial Statements (PFS) and Expenditure Statements (EAD)

6. The audit will serve as a basis for the auditor to: (I) the financial statements of the Project present fairly, in all material aspects, the expenditure actually incurred and revenue actually received for the Project for the period covered by the audit; (ii) the funds allocated to the Project have, in all material aspects, been used in conformity with the applicable contractual conditions; the expenditure is compliant with the rules of sound financial management, assessed notably in the light of eligibility criteria (see Annex 4.2 – Nomenclature of Findings and Misstatements); (III) the internal control system set up and operated by the Entity for the purpose of managing risks to the achievement of the objectives of the Project, was suitably designed and operated effectively in the period covered by the audit; (iv) contracts have been awarded in accordance with applicable rules and in accordance with the principles of economy, efficiency, transparency and fairness, and in compliance with AML/CFT due diligence requirements; (v) contracts have been performed in accordance with technical requirements and specified standards. The auditor should also provide recommendations on the various aspects of the audit.

7. Tendering will be governed by the Procurement Guidelines for Contracts financed by AFD in Foreign Countries (version Oct.19), as provided for in the "Special Scheme" adopted for the Project and it is open to all companies that are eligible for the purpose, as defined in the Agency Guidelines.

8. The Project invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: (a) have an internationally recognized professional accounting qualification i.e. the person appointed should be either a certified public accountant, a chartered accountant or should be the holder of an equivalent professional accounting qualification; (b) be a member in good standing of a body of accountants affiliated to the International Federation of Accountants (IFAC); and (c) have experience and knowledge of the AFD OR the World Bank’s current financial management requirements.

9. Consultants may not associate with other firms in a form of a joint-venture or sub-consultancy to enhance their qualifications. A Consultant will be selected in accordance with LCS method set out in the Consultant Guidelines.

11. Expression of interest must be delivered in written form to the address below (in person, by mail or e-mail) by 3:00 pm of 16TH January 2024.

12. Interested eligible competitors will be able to obtain more information from the Project Implementation Unit from 8:00 am to 2:00 pm and obtain the Term of reference.
