Eligibility of Bidders:   The Employer invites sealed bids from eligible firms licensed by the Pakistan Engineering Council (PEC) in at least C-2 or above with specialization codes of CE-10, CE-11, EE-04, EE-05, EE-06, income tax registration (Active), and Sale Tax (Operative). In case of forming JV with foreign constructor/contractor, the foreign constructor/contractor shall make JV in accordance to the Engineering Works Bylaws 7(2) of Pakistan Engineering Council. The Bidder as business identity must have 10 years experience to be determine from the registration with Federal Board of Revenue (FBR) as tax payer, Membership of Chamber of Commerce and Industry, valid electric inspector license issued from electric inspector from any DISCOs.

Project Management Unit Walled City of Lahore Authority, Pakistan (the “Employer”) has received funds from Agence Française de Développement ("AFD") (98%) and the Government of the Punjab, Pakistan (2%) for execution of the subject project. The Employer intends to hire a contractor to remove the existing LESCO’s overhead electrical network including the poles, transformers and other allied material and replace with the underground electrical network including the Pad-Mounted Transformers & Ring Main Unit (RMU’s) to eliminate the hinderance between the historical beauty of Lahore Fort.
Specific Components of the Works will include:
Removal of Existing LESCO’s Electrical Network.
• Removal of Electrical Poles.
• Removal of Pole Mounted Transformers.
• Removal of HT and LT Wires & Allied Material.
• Placement of Independent Transformers to the Blind Spots.
• Temporary Storage of Dismantling Material/Equipment.
• Transportation and Handing over the dismantled material to LESCO.
Installation of Underground Electrical Network.
• Installation of Pad-Mounted Transformer.
• Installation of Ring Main Unit.
• Installation of Distribution Boxes.
• Laying of Underground HT< Cable Burying.
• Mounting of Ariel Bundled Cables (ABC).
• Excavation, Backfilling and Restoration of Trenches and Allied Civil works.
1. The Employer invites sealed bids from eligible firms lincensed by the Pakistan Engineering Council in atleast C-2 or above category for the works.
2. This bidding process is open to the Contractors registered with Pakistan Engineering Council (PEC) for Category C2 or above with Specialization Codes of CE-10, CE-11 EE-04, EE-05, EE-06, income Tax Registration Certificate (Active) and Sales Tax (Operative). In case of forming JV with foreign Constructor/Contractor, the foriegn Constructor/Contractor shall make JV in accordance to the Engineering Works Bylaws 7(2) of Pakistan Engineering Council. The Bidder as business identity must have 10 years’ experience to be determine from the registration with Federal Board of Revenue (FBR) as Taxpayer, Membership of Chamber of Commerce and Industries, valid Electric inspector License issued from Electric Inspector from any DISCOs.
