Project Name: Sino-French Wuhan Ecological Demonstration City’s Shi Lake Ecological Environment Management Project--Lot 4：Ecological Governance for the Western Area of West Shi Lake

1.The Sino-French Wuhan Ecological Demonstration City Investment and Development Corporation has received funds from Agence Française de Développement ("AFD") towards the cost of Sino-French Wuhan Ecological Demonstration City’s Shi Lake Ecological Environment Management Project. It is intended that part of the proceeds of these funds will be applied to eligible payments under the contract for Lot 4：Ecological Governance for the Western Area of West Shi Lake.
2.The Sino-French Wuhan Ecological Demonstration City Investment and Development Corporation now invites sealed Bids from eligible Bidders for the construction and completion of Lot 4：Ecological Governance for the Western Area of West Shi Lake("the Works").
3.Interested eligible bidders may obtain further information from and inspect the Bidding Documents at the Office No. 1822, CITIC International Tendering Co., Ltd., Building 59, East Third Ring Middle Road, Chaoyang District, Beijing (Jingcheng Electromechanical Building) and inspect the Bidding Documents between the hours of 9:30am-11:30am & 13:30pm-16:30pm daily from February 6, 2024 to March 1, 2024, or may consult the related issues via email( Liaison: Li Yaqian; E-mail: liyaq@biddingcitic.com).
4.A complete set of Bidding Documents(English Version) may be purchased by interested Bidders on the submission of a written application to the above and upon payment of a non-refundable fee of CNY 6000.
5.The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of AFD's Standard Bidding Documents: Procurement of Works.
6.Bids must be delivered to the meeting room described below on or before 10:00 a.m. (Beijing Time) on April 11, 2024 and must be accompanied by bid security of CNY 3,150,000.00 or the equivalent in Euro.
7.Bids will be opened in public and in the presence of bidders’ representatives who choose to attend at 10:00 a.m. (Beijing Time), April 11, 2024 at the Meeting Room No. 1606, CITIC International Tendering Co., Ltd., Building 59, East Third Ring Middle Road, Chaoyang District, Beijing (Jingcheng Electromechanical Building).
8.Qualification criteria are as follows:
(1) The Bidder shall be an independent legal entity registered according to law. Foreign Bidder shall provide a copy of Business License issued by the appropriate authority in their home countries; Domestic bidder shall provide a copy of Business License issued by Administration for Industry and Commerce.
(2) The Bidder’s registered capital shall be not less than CNY 150,000,000.00 or the equivalent in Euro.
(3) The Bidder shall have at least A-level EPC qualification of municipal public engineering.
(4) The Bidder shall provide the Audited Financial Statements including balance sheet, profit and loss statement and cash flow statement for the last 3 years (2020-2022), which shall prove the current soundness financial position and indicate prospective long-term profitability of the bidder.
(5) The Bidder shall provide the original of the bank reference, indicating the credit status and credit line not less than 2 times of the bid price, issued within 3 months before bid submission deadline by a reputable bank at least with the Bank’s Branch level.
(6) The Bidder shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated as CNY 18,000,000.00 or the equivalent in Euro for the subject contract(s) net of the Bidder’s other commitments.
(7) The average turnover of the past three years (2020-2022) of the Bidder shall be not less than CNY 100,000,000.00 or the equivalent in Euro.
(8) Experience under construction contracts in the role of prime contractor, JV member, subcontractor, or management contractor for at least the last 5 years, starting 1st January 2018(Based on the date of contract signing).
(9) A minimum number of similar contracts specified below that have been satisfactorily and substantially completed as a prime contractor, joint venture member, management contractor or subcontractor for the last 5 years (from 1st January 2018 to application submission deadline): 3 similar civil works contracts (including but not limited to dredging civil works, dredging and expansion civil works for river and lake, ecological restoration civil works, water works, etc.), each with contract amount not less than CNY 100,000,000.00 or the equivalent in Euro (Provide the Notification of Contract Award, Contract, contact person and telephone number of the Employer). The similarity shall be based on the physical size, complexity, methods/technology and/or other characteristics described in Section VII.
(10) In the past ten years (from January 1, 2014 to the deadline for bid submission), the Bidder shall have completed one similar municipal engineering project financed by loans from international financial organizations or foreign governments in China(Based on the date reflected on the “Works Completion filing and Acceptance Information” in the National Construction Market Supervision Public Service Platform, the screenshots of “Works Completion filing and Acceptance Information” shall be provided. )
(11) The Project Manager (PM) shall has 10 or more years of working experience, not working as project manager for other project under construction (provide Letter of Commitment of No Project Under Construction with official seal, no uniform requirement for the format of the Letter), with a Certificate of First-Class Registered Constructor and the certificate should be registered under the name of the bidder(provide social security payment certificate of 6 months prior to bid opening), with a valid Safety Assessment Certificate (Certificate B).
