The Federal Republic of Nigeria has received a financing from Agence Française de Développement ("AFD"), and intends to use part/all of the funds thereof for payments under the following project Jigawa Solar PV Power Plant Feasility Studies (technical, environmental and social, legal and financial) of on-grid with storage Solar Photovolataic powerplants of 200 MW under public ownership with private participation during construction and operation (to be tendered under a competitive process).
The goal is to achieve a significant reduction on CO2 emissions in the grid, while supporting the growth of electricity demand and access to the populace. The expected results is to develop a Solar PV power plant with a maximum capacity of 200MW.
The current Expression Of Interest aims to select consultants for completing the existing 2021 feasibility studies, complete the conceptual design and assist in the procurement and legal structuring of the Jigawa Solar PV power plant of the Federal Ministry of Power (Final Beneficiary), to be implemented by the Project Delivery team (PDT).
The site has already been selected and aquired at Gwiwa by Federal Ministry of Power and Jigawa State Government. The site is approximately 484ha in size and two identified substations for connection/evacuation; one available and the other in construction. The services of the consultant shall consist of firm and optional services, including but not limited to :
- Based on the conclusions of the existing technical gap analysis on the initial 2021 feasibility study, undertake the missing technical and financial studies in order to provide analyses and recommendations to support decision-making with regard to the implementation of the project ;
- Carrying out a full Environemental and Social Impact Assessment (ESIA) and a Land Acquisition and Resettlement Action Plan (LARAP), if required, in line with international Environmental and Social best practices and Standards (Eg; World bank guidelines) ;
- If required by the PPP regulatory framework, act as the Transaction Advisor for the preparation of an Outline Business Case (OBC) and Full Business Case (FBC) to investigate the feasibility and Value-for-Money (VfM) of involving the private sector ;
- Undertake the project implementation strategy (design of procurement structure, tendering strategy, timeline) ;
The Federal Ministry of Power hereby invites Applicants to show their interest in delivering the Services described above.
Interested eligible Applicants may obtain further information from the Procurement Dept Federal Ministry of Power at the address below during office hours 08:00 to 17:00 hours (WAT). A complete set of Initial Selection documents in English may be obtained for free, either on the Federal Ministry of Power's website indicated below, or through a written request by email, or at the mail address below.
Application submission procedure:
Applications for Initial Selection should be submitted in clearly marked envelopes and delivered to the address below by 12:00 noon (WAT) on 16th July, 2024. Applicants shall have the option to submit the electronic copies of their Applications by email with password protected read-only Applications/documents as attachments. Late applications will be rejected.
Electronic Application opening procedures:
For password protected read-only Applications submitted by email, Applicants must send the password of their protected Applications to the email address below within thirty (30) minutes after the Application submission deadline.
